Kevin is a U.S. representative for California's 3rd district and I've seen him on the Internet quite a few times. Railing. Well, railing is the proper term against waste and abuse, but especially as it pertains to our bullet train to nowhere. I literally stand up and cheer when I see you take it to these people. But is waste, fraud and abuse, is that going to be the biggest subject for the next several years? The one that was not on anyone's radar, which is now really on everyone's radar?

Kevin Kiley (3:34)

I think it is going to continue to be a topic of, yes, increasing public interest and scrutiny. And frankly, you couldn't think of an issue that could bring more people together across party lines or any other type of division. Because who's in favor of fraud? Only the criminals who are purloining citizens of our tax dollars. And so when you see efforts by some, such as our governor to try to limit our ability to scope out the full extent of the fraud, you really have to wonder what's going on.

Adam Carolla (4:09)

Well, you know, you say, who isn't against this? But we're in troubling times. And the troubling times that we're in is that, you know, Nick Shirley comes out, tries to expose some fraud and they want to take down Nick Shirley versus take down whoever the fraudsters are. You have Tim Walls and you have Newsom doing some sort of recreation of history about how they were always on this and that these were all late to the party. Newsom was already busting these fraudsters years ago, except for he did nothing. And we're kind of at the part. Here's where we are with politics. Donald Trump would like to build a ballroom so that others may not be assassinated when they're off the grounds. And he was gonna do it from private donations, not at taxpayers expense. And the ladies of the View are apoplectic about it. And everyone on the left is very upset. Although it's just a free ballroom as far as I can tell. So that's kind of where we're at now. And the problem is the waste, fraud and abuse has become a talking point for Republicans. So now you put Democrats in an insane position where they have to champion waste, fraud and abuse in some sort of bizarre contortionist way, right?

Kevin Kiley (5:41)

Well, yeah, pretty much. I mean, if you look at the likes of Newsom, the focus is very much on trying to stop the fraud from being uncovered as opposed to just trying to stop the fraud itself. So, you know, you mentioned this example of a bill they have now to try to, you know, punish people, criminalize potentially First Amendment protected activity of the likes of these citizen journalists or even with high speed rail. You know, the latest estimate is $231 billion for this thing. Newsom is sponsoring a bill in the legislature to try to shield any Documents related to the project from Public Records act requests to create a special exemption just for high speed rail. So you're right, the people who are against us going after fraud are the very politicians who have allowed the fraud to happen. But in terms of the actual voters, the American people, it's a pretty small percent who are pro fraud.

Adam Carolla (6:40)

Right. So by the way, you're in the newly formed 6th district, is that correct? Because you got gerrymandered or redrawn.

Kevin Kiley (6:51)

Correct. So I represent the third district through the end of this year, but under the new map that Newsom drew, I'm running in what's now the sixth.

Adam Carolla (7:01)

Yeah. So we're living in a bizarre world where the fraudsters, whether they be Somalis in Minnesota or the folks here in California, are the constituency of the elected officials and not really the enemy. So you can see there has been a kind of relationship, much like Mexico has with cartels. Like, we're well aware of what you people are doing, but we're just going to kind of turn a blind eye to it and we will get along. Yeah.

Kevin Kiley (7:40)

It is truly a astonishing state of affairs. I mean, if you look at the unemployment fraud in California, very clear example of what you're talking about. You had on the order of 30 some billion dollars in unemployment fraud in California was very easy to defraud the state. You had these criminal syndicates that came in the state, did nothing really to stop it. They ignored the advice of the federal government, they ignored what other states were doing. And it's this huge scandal, biggest waste of taxpayer dollars probably ever in US history. And yet to this day, the state auditor just found that this continues. We continue to have rampant unemployment fraud in California in addition to fraud of countless other variations. And so it's incompetence at one level, but yes, at another level, it's just, you have to wonder, why don't they do more to actually stop this?

Adam Carolla (8:35)

Well, I'm gonna float a theory to you, Kevin, that I've been floating to everybody, which is a little different than what most people talk about, which is I argue that this is sort of baked into the system that if you are going to incentivize people, they will take advantage of it. If you tell hospitals you're gonna get $30,000 for every positive Covid diagnosis you uncover, or if you say that person who got in a horrible motorcycle accident died of COVID there'll be 30 in it for you. Then every hospital would start calling every body and every death a Covid related whatever. Those aren't Criminals. Those aren't cartels. Those aren't Russian. Those are just folks wanting to make free money because you incentivize them to do it. And we have tons and tons of programs that incentivize people to do the wrong thing. And sadly, I don't look at people as weak or strong or you'd think they'd have the constitution or the intestinal fortitude or the dignity. People don't have anything. You offer them up something for free, they take it. That's it. So we're gonna have to actually change the system. Not just clean up the system. The system brings it out in people. I mean, sure, there's cartels and sure, there's foreign actors and there's the syndicate side of it, but most of the people participating are just a kind of a average person who you go, look, you got three kids, right? Yeah. Well, if one of them's on the syndrome, has a syndrome, and can be considered close to or has down syndrome or on the spectrum of something, then I'll give you 1,800 bucks a month. Well, sadly, people take advantage. So we're not just talking about pure syndicate ripoff artists. We're talking about an entire system that needs to be looked at. I tell people all the time, the second they said, you can travel with your dog if it's a service dog. Now the airport's filled with dogs, and none of them look like service dogs to me. But everyone got a note from their doctor. Because they're criminals. Because they're bad people. No, because they want to fly with their dog. Yeah.

Kevin Kiley (11:24)

So very, very good points. There's sort of two facets to what you're saying. So on the one hand, you have sort of genuine fraud where there are the wrong incentives in place, both for those who are committing the fraud, on those who would be able to report it. A clear example of that is the community college fraud we had in California, where one third of applicants to community colleges in California were fake. Like, literally one third of them. 1.2 million fake applications, millions of dollars lost. So what they do is these ghost applicants would enroll, and then they would receive living expenses as financial aid that the fraudsters would just pocket. But some of the community colleges didn't want to report this because they're like, look, our enrollment is up, and so we should get more funding too.

Adam Carolla (12:11)

Right.

Kevin Kiley (12:11)

So, for example of that, on the other hand, you have the example of. Of systems that are benefiting people who are. They were not designed for. So one example of that would Be Medicaid, where in California we've seen spending like double in just a matter of a few short years. And you're not seeing massively better health outcomes for people because you have, you know. Well, number one, Newsom made it available to every single illegal immigrant in California who met the income threshold. But number two, you've never had real work requirements before, which is something that we've now reinstituted. Saying that if you want to get free taxpayer funded health care from the government, then at the very least you should be looking for a job, working or volunteering for up to 20 hours a week, which I think is pretty reasonable.

Adam Carolla (12:55)

Yeah, we've done this thing where if you ask people to do the most basic elements of life, you're basically being cruel. It's not being cruel to ask somebody to work or to look for a job or, or to say you can't buy pineapple soda with your SNAP card. And they're like, cuz we've done this bizarre thing and it's a leftist Democrat bullshit move, which is nobody said you can't have pineapple soda. We just said I'm not paying for the pineapple soda. You know what I mean? It's like nobody said you can't have cigarettes. We just said we're not paying for the cigarettes. You may have cigarettes and pineapple soda if you just pay for it. You act like this has been taken away. No, it's not been taken away. Anybody can. And by the way, I would go out on a limb and say even you could figure out a way to get pineapple soda if the government wasn't providing it. So shut up. Number one. But it's this Democrat leftist talking point, which is Hobby Lobby says that they're not gonna provide the birth control pill for their employees. And then that turns into Hobby Lobby is denied healthcare for their reproductive healthcare for their employees. That's not them denying anything. That's just saying we're not going to buy it for you and provide it for you. This is part of the problem. So then you demonize the person. That's simply saying you may provide it for yourself.

Kevin Kiley (14:34)

Yeah, it is a important distinction. And we just actually voted on this Snap issue today in the House. Oh, you did well to use it for soda. And I said no, you shouldn't be able to use it for soda. But unfortunately that didn't end up passing. Although we did say you can now buy rotisserie chicken with Snap. So you got that at least.

Adam Carolla (14:50)

Well, tell me about that. So also it's Upside Down World. Because I grew up in California, I had basically progressive hippie mom. And she would have. Last thing she told me is, I'm voting for Gavin Newsom. So we'd have great conversations. But she was all about health food. She hated soda. She understood all of that stuff. And it seems like upside down world now to have Democrats arguing for sugary drinks and Republicans talking about health.

Kevin Kiley (15:31)

Yeah, I mean, I was talking with Secretary Kennedy about this actually last week at a hearing about the new food pyramid that they've put out, which I said, whatever you think about, you know, him or some of his other issues, I think we should all be able to agree that this revision to the food pyramid, we're focusing on consuming real food and, you know, things like added sugar being, you know, bad in abundance, that sort of thing. Like, we should all be able to agree on that given the state of health in this country. And sort of one of the things that we can do to see that we make this transition to a better American diet is to assure that this new pyramid is adhered to in government programs, in government institutions, in schools, in government provided benefits. So I think it makes perfect sense to say that, you know, we should not be having these things go towards kind of the very worst things that you can buy for your health.

Adam Carolla (16:23)

Well, let's talk about this for a second. I'd like you to kind of walk me through it. And by the way, from that hearing, Dawson, you can find the crazy old woman with the purple hair yelling about raw milk, which made me laugh because she seems completely unhinged. But she does seem like a poster child for the left. It's like, these are who your people are. You have nutty. You have insane women running your party who are old and unhinged. And I've said it a million times. You can disagree with Jim Jordan, but he doesn't seem addled and unhinged and nuts. So you say, look, first off, okay, the people that are obese in this country are poor. That is the base. That's the truth of it now. And I'll tell you an anecdotal piece of evidence here, Kevin. I travel the country and I stay at basic hotels all over the place. Ramadas and Red Roof Inns and that kind of stuff. No great digs, but every one of those gym, every one of those hotels has a 24 hour gym in the lobby. But they also have a really crappy continental breakfast that's free. And I'll tell you one thing, when you go to the poor hotel the lobby is filled with the people eating the waffles that are free with the whipped cream and all the junk. The gym is always empty. It's always empty. And when I went and did some shows in Arizona a couple of weeks ago, I stayed at a very high end place, like a very expensive, very high end place filled with well heeled people, rich people. And when I went to go use the gym in the morning, it was packed. So we have a problem with obesity. And the problem isn't rich people being fat like it was in the Elizabethan days. It's poor people and it's having a serious medical effect on them. And they're not insured as well as the rich people are gonna be in and out of the system causing quite a burden on the medical system. So somebody should try to get those folks not to drink as much soda is what I'm saying, or certainly not subsidize it. And that's for some reason a Republican talking point. Now why do you think that is?

Kevin Kiley (18:58)

Well, I think that, you know, we could probably all be reminded from time to time of what, you know, the best dietary practices are. I think it is true that people who have more limited means probably might have a more difficult time obtaining high quality foods.

Adam Carolla (19:17)

No, it's not that. I know you have to say that, Kevin. I know you have to say that. It's not that they're dumb and they don't care and they don't have self discipline. And I know you can't say that. I understand it. But no, anyone can eat hard boiled eggs and an apple and everyone knows the difference between a donut and a hard boiled egg. What is the rationale on the other side for saying you can use food stamps essentially to buy something that is, by the way, any nutritionist. If you told me drink soda and you're fat, they'll go, first thing you got to cut out is soda. That's the first thing you've got to cut out in terms of weight management. So what if I was talking to a representative on the other side of the aisle? What would they say, you know?

Kevin Kiley (22:28)

Well, I should first say that it was somewhat of a mixed vote. It is true more Republicans voted for it than Democrats, but there were people on both sides of it. So I don't really know what the argument is. I think you'd probably see some sort of argument from an almost libertarian perspective. People should have the ability to choose what they like. But as you've said, we're talking about a government provided benefit here. And so I think it stands to reason that the uses of that should at least be somewhat reasonably in line. What are accepted to be good dietary practices that aren't going to lead to a massive increase in healthcare costs for the entire country?

Adam Carolla (23:10)

Well, you can't buy cigarettes with Snap, right? Why not? But why not? I would just say how come I don't. Because they're bad for you. Yeah.

Kevin Kiley (23:19)

I mean, I, you know, there are certain standards like you couldn't you can't do hot meals either, which is why we had to do the rotisserie chicken is now was specially kind of opted in to snap with his vote today, which I think rotisserie chicken is great. I was all for it. I don't know why we would have that sort of arbitrary restriction.

Adam Carolla (23:35)

By the way, rotisserie chicken is about the best seven or eight bucks you're ever going to spend, and it's awesome, and it's all protein and fine, and it is nice that at least there's some rationality in there where you're going, like, look, okay, we get it. You cannot order a big plate of lasagna from the deli counter. But a rotisserie chicken will feed a family of four for seven bucks, man.

Kevin Kiley (24:04)

Right. Quality, healthy.

You have your own personal views about raw milk. They cannot be part of a health protocol that they use.

Is there not some moral responsibility or compunction to say, don't drink raw milk. Don't do that. If I were the head of hhs, I would, by God, say, don't take raw milk. It is dangerous to your health. And if you can't say that, well, maybe there's some other conclusions that can be drawn. Thank you, Mr. Chair. Kevin, do Democrats ever say to their wingnut folks that are in their camp, like, hey, could you tone it down a little? You really seem batshit crazy. You're making us all look dumb. Hey, Maxine Waters, could you just zip it? You make us all look like insane people when you start talking.

Kevin Kiley (25:59)

Yeah, I mean, I think that there honestly is some of that that comes from leadership, frankly. I think some of there's some of it on the Republican side, too, for, you know, certain people that, you know, can have their own sort of take on things. I will say the raw milk issue is. Is interesting. What we also did this Congress is we passed a bill to say, you could have whole milk at schools. I don't know if you saw this one, but for some over a decade, schools have been not allowed to have whole milk. Meanwhile, they have strawberry milk, they have chocolate milk, which is super sugary, but whole milk has not been available. Even though it's by some measures healthier, it's more filling. So we have passed a bill signed by the president now to bring whole milk back to our schools.

Adam Carolla (26:47)

Yeah, it's healthier than. Fat is not the enemy. And we were misled. That's why we're eating margarine instead of butter and zero fat milk and stuff. We're missing the best part of the milk and the butter. It was the fat part. And turns out the margarine and the potato chips that were made with olestra or whatever it is, that was a big mistake. And it's sort of like the food pyramid. We screwed up the food pyramid because we got caught up in fats and animal fats and we thought that was the enemy. When it turns out it's the empty carbs that are the enemy. So when you take a vote on something like snap and soda, is there a debate about it? Do people have to articulate a point or are they just vote and vote it down and turn the page?

Kevin Kiley (27:45)

I mean, there's a debate, but for amendments it's usually like five minutes. And most people are not even in the chamber when the debate occurs. So it's not like some grand Roman Senate where we're debating the issues of the day or whatever. It's fairly perfunctory.

Adam Carolla (28:01)

And so the bullet train, which I know is something you're passionate about, and I am too, not in the sense that I care if it ever gets completed, because it would never impact anyone's life even if it was completed. But it's never going to be completed. I'm more interested in it as sort of a metaphor for California and what we've become and the fraud and the waste and the expenditure. And also the fact that everything here costs 10 times as much to build because of all the regulation and essentially makes it impossible for us to complete because of all the regulations. So where are we with this bullet train? Walk us sort of through it, timeline wise and tell us where we're at presently.

Kevin Kiley (28:49)

Well, sure, timeline wise. Let's see, we're in 2026. So six years ago, the train was finished at a cost of $33 billion, and it now runs seamlessly from LA to San Francisco, or at least that's what was promised in what Year.

Adam Carolla (29:03)

What year was that promised?

Kevin Kiley (29:05)

That was promised back when this passed in 2008. They said 2020, we're going to have a fully functional train, LA to San Francisco. It would only cost us $33 billion. Well, now the estimate is. The most recent estimate is $231 billion. Where in 2026, no track has been laid yet, although Gavin Newsom has recently come out and crowed that we are entering the track laying phase, whatever that might mean. Yeah, we've spent 17 or 18 billion so far. Absolutely nothing to show for it. They've been through five CEOs at this point. Five CEOs, zero passengers through the life of the project. One of the main operators that started with the project left in the early days saying, we can't build this here. It's too politically dysfunctional. They went to Morocco and brought a train online in 2017 in Morocco that works quite well. And now the latest plan they've put forward is saying, well, by 2045, we'll have a track from Palmdale to Gilroy. So you'd have to then take a separate transit system on both ends to San Francisco to la. It'd be like a six hour trip for something you could do on Southwest Airlines in an hour. Today it is the single biggest public infrastructure disaster in U.S. history, without a doubt.

Adam Carolla (30:22)

Now, I have a background in building and I've been yelling about this for a long time because before I got into show business, I was a contractor and I dealt with the city and I dealt with downtown, I dealt with Van Nuys, I dealt with the building department, I dealt with the permits department, I dealt with Plancheck, and I dealt with all the bureaucracy of this. And by the way, that's 30 years ago. And it was bad then. We have now created an environment where we literally. It's a stifling environment when it comes to creation of anything. We cannot do it. We talk about the film industry moving out of town. They're just a microcosm of everybody. We made it too difficult and too expensive and too regulatory for them. And they left and that's happened. We used to have 12 automobile manufacturers in California. We have zero now. Now when you hear Jane Fonda get interviewed on Bill Maher's show and he starts talking about overregulation, she says, I don't think there's enough regulation. But she's an insane old bat, obviously. But I do not think that it is manageable anymore. I don't know that we could build a Golden Gate Bridge today. There's too many people, too many ideas, too many votes. Can't get anything done. There is no such thing as us building that train. It can't be done in our current environment. It's sad that we've regulated ourselves out of prosperity, essentially.

Kevin Kiley (32:16)

Yeah, no, that's exactly right. I mean, that's exactly what that early operator for the high speed rail said. They said, we cannot build this here. It's too politically dysfunctional. Or look at our water infrastructure, the state water project. We had these dams that just appeared in a matter of years. Right. That really set the foundation for California's modern growth.

Adam Carolla (32:32)

You should know. Sorry to cut you off, but you said water, and you said, damn, the Hoover Dam was built in five years.

Kevin Kiley (32:40)

Yeah, there you go. Exactly. And we were able to do the same thing here. Now, you know, we haven't built new water storage in decades in California. Decades.

Adam Carolla (32:48)

Right. We can't do anything because everything's an argument. And then we do nothing.

Kevin Kiley (32:54)

Right. Or our roads. I mean, you know, you can ask anyone. It takes. Costs four times as much to build a mile road in California as it does in some other states. That's why we have the highest gas taxes, yet we also have the worst roads, even though the gas tax money is supposed to pay for the roads.

Adam Carolla (33:09)

Right. So when do you think, I keep asking, like, when are people going to kind of change directions here? Because what we do, the Democrats offer up. They don't really offer solutions. They just offer scare tactics. And then the basic Californian votes, this way, they go, look, I get it. I'd like a bullet train. I'd like roads, I'd like cheaper gas. I'd like all the stuff everybody wants, but I'm not gonna vote for a racist. And then they go, okay. And the Democrats get by on that. They have gotten by. Or even, I'm not gonna vote for Rick Russo. He's a billionaire. You know what I mean? They demonize people. And then people like my late great mom would basically say, I get everything's falling apart and there's a homeless guy sleeping in my front yard, but I'm not gonna vote for a dictator or Hitler or misogynist or xenophobe. And that's what the Democrats go. They go, look, you'll get no roads and no potholes and no train, but we'll embrace the LGBT community, whatever that means. And that's kind of why we're falling apart.

Kevin Kiley (34:33)

Yeah, I think that there is absolutely a majority of voters in California, and I think a large majority that believes the state's on the wrong track. That's actually what the polling shows. And that understands the extent to which these problems exist that you just named. And that when they are presented with an opportunity to sort of vote on fixing those problems in a way that is, you know, brushes aside all the typical partisan rhetoric and all the framing that you just mentioned, then people say, yeah, we want to change things in California. Like look at Prop 36, which was opposed by Newsom, opposed by the supermajority leaders. They did everything they could to stop it. This was our initiative to make crime illegal again in California. And the voters said, actually, we want there to be consequences for crime. Passed it with almost 70% of the vote, passed by a wider margin than anything else on the ballot. So I think that the Coalition for Common Sense is there. It's just a matter of how to best activate it.

Adam Carolla (35:29)

Yeah, I agree. And it's also people have to get to a saturation point. As long as the homeless population is in skid row, then the people live in Sherman Oaks are still going to vote Democrat. It's when the homeless population moves onto their lawn where they start thinking about voting a different way for their personal interest. So who are you thinking about and what are some prognosticating for governor and mayor of Los Angeles, those races?

Kevin Kiley (36:08)

Well, the governor's race is a total mess right now. I mean, like, everyone passed on it, right? Kamala, the lieutenant governor, Alex Padilla, Caruso himself. Several people have dropped out. Now, obviously, Eric Swalwell imploded. So it's kind of a matter of, like, Gavin Newsom has made such a mess of the state. Does anyone really want the job? All the people who would have had a good opportunity to kind of clear the field decided not to do it. So now we have this very fragmented field of kind of like the B team or the JTV team or whatever. And so it looks like the field on the Democratic side is kind of. Steyer and Becerra seem to have the most momentum at this point. And then I think Hilton has the momentum on the Republican side. So you probably end up with Hilton versus one of those two. But honestly, who knows? This thing is still very fluid. Ballots arrive in about a week. Things could change.

Adam Carolla (37:05)

I can't figure Steyer out. He seems sort of weird and a little nuts. I don't know what his policy. And he wants to abolish ice or fight ice or free meals for everybody under 25 or something. He seems batty a little bit to me. Becerra seems dumb he doesn't come across as a bright person at all. He just gave Gavin Newsom an A. To be fair, he gave him an A for effort, which I guess if you hired like a retarded kid to paint your van, you could give him an A for effort, but it would still be a shit show. And that's him sucking up to Newsom, although he looks like an ass because he gave a guy who's ruining a state an A for effort. I guess maybe his effort was ruining the state. So Becerra seems dumb. Tom Steier seems weird, like he doesn't track or there's something wrong with him or he doesn't seem to know what you're talking about. Gavin Newsom is also. There's something wrong with him. I would describe him that way when I talk to people. I've interviewed him at length. He doesn't track, clearly. He's a sociopath. I don't think he's dumb, but there's something clearly wrong with him. And him and his dingbat wife would definitely ruin anything they got close to. So I'm of course voting for Steve Hilton, who seems normal and like, he has his head screwed on straight. But what do you think about Mayor?

Yeah, I haven't been following it as closely. I know that Spencer Pratt has gotten a lot of praise for some of the ads he's put together on his social media. And he was one of the people who really has been, you know, highlighting the failures of Karen Bass, in particular in the wake of the fires. But then there's some other city councillor who's kind of running to the left

of Bass, which is Nithya Rahman. Yeah, she's a. She's a socialist, basically.

Kevin Kiley (39:04)

Right. And so Karen Bass is, like, incredibly unpopular. I think that's what the polling shows. And yet she's still leading. So I don't know. It's going to be interesting. What do you think? How is it gonna play out?

Adam Carolla (39:15)

Well, Karen Bass is horrible, no doubt. Do not underestimate Louisiana's version of this is a black woman and we need. They do identity politics. Nithya Raman is Indian, but I don't know if she really counts in the identity politics part. And maybe we're over it because there was a lot of first black female, blah, blah, blah. And we've been there and we've done that. She was a disaster and a shit show. So Nithya Rahman is basically mamdha me. I mean, she's just pure socialist. And she's a dope, too, if you hear her policies or hear her speak. So she is actually gonna be worse than Karen Bass. Then the Spencer Pratt angles, people like, you want this reality star? It's like, I'll take anybody over a socialist who's actively ruining the city. So it's like I'll take someone with no ideas over someone with bad ideas is basically what I'm saying. I will take someone with zero experience who's not hell bent on destroying the city with socialist ideas. And by the way, Karen Bass, she's been to Cuba 25 times, so I don't know, maybe she's got a little of that socialist stuff going on with her too. The question for LA is when are we going to hit rock bottom? We're insane in that we have to hit rock bottom before we change direction. The fires may have been the bottom and I think everyone is ready for a change. And so we're ready for a change. So that eliminates Karen Bass. We're not ready for a change. That's Karen Bass 2.0 or 1. I mean, we're looking at more Karen Bass with Nithya Rahman. She's further that direction than Karen Bass. And then Spencer Pratt would be a wild card. That is basically someone saying, what's behind door number one? And that's an angry rhino. And then what's behind door number two? That's an angry Bengal tiger. And what's behind door number three? And the answer is, I don't know. Well, I'm going to open door number three because I know what door number one and two is. Maybe there's some of that thinking going on in Los Angeles. I feel like even the dyed in the wool lefties and even the people that voted for Karen Bass are having a little buyer's remorse. But I think even those people are going, look, man, if someone will clean up the homeless, I'll vote for them. Whatever it is we need, it's gotta be different than this. We can't just do more of this.

Kevin Kiley (42:16)

Yeah, that sounds right. I mean, I think that LA kind of tends to be at the leading edge of California's problems. Like I remember during the COVID years, you know, Newsom would do something and say, you know, no, no dining in restaurants, no indoor dining. And then it's like LA wanted extra credit. They'd say no outdoor dining, right? Or they'd go above and beyond. You know, no masks required indoors, no masks required outdoors. And then you see it like with what you're just talking about. Homelessness is a huge problem in California. It's worse of all probably in. In la, in the downtown area. So I think that what you're saying is kind of similar to what I was saying before in that there is this kind of latent sense that we need to change things in California and maybe this is an opportunity for LA to lead the way in that.

I'll play that Jane Fonda clip just cuz it'll make you throw up in your mouth about her. Talking of Bill Maher. Now Bill Maher is a perfect example of kind of what I'm talking about. It's a guy who is a dyed in the wool Democrat who's kind of waking up and saying this is too much. Like I can't even go along with this. Here is the clinically insane Jane Fonda being interviewed by the truthful Bill Maher. He doesn't like regulations. Well, we live in a soup of toxic chemicals.

You've never heard that California is overtaxed and overregulated? That we are a one party state where there's sort of no checks on that sort of extreme leftism. And why do you think I don't for a minute consider California a state

Not at all. Not any way. Well that shows where your politics are. So she. There's a group of these people in California that I don't think we're over regulated. But to be fair to them, they've never built anything. They've never opened up a restaurant, they've never opened up a small business. They never dealt with employees and regulation, they've never pulled a permit. They live in some kind of isolation where they just want more safety and more regulation. These are the same people during COVID that said just stay home for two years, don't go to work and keep your kids home. For? Well, they don't. Their home is 9,000 square feet overlooking the ocean, number one. Number two, they got checks coming in the mailbox or their ex husband is paying them spousal support and they don't have the problems you have.

Kevin Kiley (45:27)

Yeah, I mean, if it's not overregulation, then why is it that we have roads that cost four times more to build than anywhere else? Why is it that we have the highest cost of housing anywhere in the continental us? Why do we have the highest gas prices by far in the entire country? Why do we have the highest electricity rates in the entire country? Why do we have the third highest grocery prices in the entire country? Why do we have the highest unemployment rate of any state in the country? Why do we have the highest real poverty rate of any state in the country? You know, if it's not misguided policies, then what is it? Because we have so many natural advantages in California. You know, the beauty, the resources, the people, the companies, the culture. Despite all those assets, we managed to be worst in just about everything. So if it's not policy, what is it?

Adam Carolla (46:17)

Yeah, I mean, I think at a certain point, if I was to be charitable, I would say, look, your heart is in the right place. When you made all these policies and you thought it was gonna help and you thought, and you had true, sincere concern for people or the environment or whatever it is, was pushing your policy, but you were wrong. And it ended up hurting things and it ended up having the opposite effect of what you're looking for. And I'm just respectfully saying we should go a different direction now. Cuz the idea was great. We'll give clean needles to these people and they won't spread AIDS and, and will give the junkies drugs so they won't have to rob a liquor store. And the poor black kid, we won't incarcerate him because he's confused and just needs a second chance. And none of it's worked and none of it ever works. And they want to keep going down this road, which is insane to me, because it can't work. And look, we were trying to just help out folks and give them food so they could. Yeah, I know, but everyone took advantage of the system and ripped you off to the tune of billions of dollars. Like all the stuff you thought was gonna work did not work. So now we need a different direction.

Kevin Kiley (47:49)

Yeah, that's right. Absolutely. And you know, we don't have to reinvent the wheel, by the way. We can look at other states that have gotten a Lot better results, a lot better return on their tax dollars, that have schools where kids are properly taught to read, that don't have universities where, like University of San Diego now, where the students that are showing up and need remedial math because they can't do math at the middle school level and all these other things we've been talking about, like, there is absolutely no reason California should not be leading the country in every relevant aspect if we have the capability to do that. But instead we're jet blast about everything at this point. And it's never been worse than it has been under Newsom.

Adam Carolla (48:29)

Yeah. In the department, or I should say on the subject of taking advantage of the system, which is me sort of saying it's not enough to carve out the fraudsters, the whole system's gonna have to be reviewed. You brought up schools. I think it was Stanford. I don't know. One third of the students say they have a disability now so they can take their test the next day or have more time extended to taking a test and more. So here's my whole point. Stanford students essentially are gaming the system. But the point is, is these are elite kids who grew up with probably intact families who come from wealth and privilege who are very well educated, yet if you give them the opportunity, they're going to take advantage of the system. And that's who we are. So I would argue it's not really weeding out the fraudsters who are taking advantage of Stanford's system. It's taking a good look at the system that incentivized them to do it.

Kevin Kiley (49:41)

Yeah, that's interesting. Yeah, we're seeing some very interesting experiments in our schools now. Like, you know, we have this new fad called equitable grading where basically they don't give students grades anymore or they don't penalize them for turning in homework late or something like that. San Francisco did an experiment where they just decided for it lasted for 10 years, that they're going to ban algebra for middle school because this was a quote, unquote equity issue. In fact, it widened achievement gaps because kids whose families, you know, have the wealth can go out and find private tutors or enrichment activities or just go to private school. Whereas, you know, the kids who don't have those opportunities and are stuck in this public school system that no longer is even offering algebra just don't get the opportunity to actually succeed. So these issues are absolutely structural.

Adam Carolla (50:34)

This is a perfect example of what we're just speaking of, which is your heart's in the right Place you feel bad for the poor brown and black people who come from the wrong side of the tracks. And your ideas to help are making things worse. And that's across the board. By the way, 40% of students are registered as having a disability or receiving accommodations from 25, 26. That's at Stanford. I'm guessing we're nearing 50%. People no longer have dignity, Kevin Kiely. And that's a real issue. We used to be religious. We had dignity. People would say, my handshake is my bond. My word is my bond. Now it's all out the window. Everyone can become a grifter tomorrow. And whether it's disability bullshit claims at Stanford or I'm opening a hospice daycare center, whatever, it's all out the window now, sadly. And I think that the challenge for him is that this is a state that is pretty Democratic by population, but I think that the ideas that he's running on and the sort of things you and I have been talking about have broad bipartisan support. And so I think that his challenge is going to be to try to get folks to look beyond the party label as determinative here and see this as just an election about the quality of life in California.

If I see the tight shot, the 80s tight shot of boots getting out of the car, like in filmmaking before that, I don't know how we knew the guy got out of the car.

Also had the one where there was the super hot model and she's being hunted and the only way she could be protected is if the one rogue cop took her to a secret cabin alone.

It's like, I don't know. I feel like there's better ways.

Do you think that cops, they probably have, like, pictures of all the women they have to protect, and they fight over them. Cause there's gotta be some ugly dog of a woman that they're like, we got to protect her. And they're like, no, we don't want

I mean, it more of like a two and two equals five. Like, it just. It doesn't make sense. Like, how would this work? And they say with a lot of emotion and conviction and certitude. But I don't really know what they're saying, but we'll listen to them. Now, this is on. Now, look, here's. I want everyone to understand this. If you are a sincere person and you have legitimate gripes, then you will have things where you go, I really. This thing concerns me, and this is an issue. And then you'll go, what about when Adam Yenzer does that? I'd go, I don't care. That's not a big deal. But this is a big deal. You know what I mean? But if you just have a beef with everything, then I sort of know you don't like the person more than you have a problem with the action of the person, right? So they constantly do this kind of thing with Trump. And if you want to have qualms with Trump about Iran or tariffs, then I'll go, okay, because there's plenty of people on the right side of the aisle who goes, well, I don't agree with the tariff thing, and I don't agree with Iran, but when you're talking about the big, beautiful ballroom, and it's already been told to you 75 times, it's gonna be paid for privately, and the place doesn't have a ballroom, then if you're intellectually honest, you go, look, make the ballroom. I don't care. But this Iran situation is something I want to focus on. When you hate the ballroom. Now, I know you're irrational and you hate everything. And by the way, when you're trying to make a point, you shouldn't hate the ballroom. And I'll tell you why. Because if people say to me, they go, I saw Adam do stand up. Funny. Adam. Adam, Carolla. And he sucked. He's not funny. He's never funny, and he's never said a funny thing in his life. And he's probably the least funny person I've ever met. In my life, I go, all right, well, I don't have to listen to that person because.

Los Angeles has rejected an entrepreneur's cheap and simple fix to stop the city's crippling copper wire theft crisis and metal theft. Spokesman Mark James revealed to the California Post it had created a hardened cover that secures streetlights and would stop neighborhoods being plunged into darkness. The device fastens over the lid to the wires, makes it harder, louder, and far riskier for criminals to gain Access, they would cost about $300 to install. But instead City hall shot it down and wants to focus on converting to solar lamps that will cost up to $6,000 each.

They think about a mechanical world as just one of building and creating, but it's really about engineering is sort of about what is the least amount we can do but still be safe. It's not the most, the most. Like I will see amateurs and amateurs build stuff and they'll build shelves and they'll have two by fours screwed to the wall and four by four posts and it's like in their closet. On the back streets off of Mulholland, on the street behind me. Any place that's quiet, they'll come on a Sunday night and just unload their pickup truck full of busted up drywall and stucco. And I was at a event once and I was talking to like a politician. I said, man, this place is full of garbage everywhere as people are dumping stuff everywhere. And he goes, yeah, I know it's a mess. I don't know, I wish we could fix it, you know? Well, yeah, I can fix it. I can tell you how to fix it. And he goes, well, how are you going to fix it? People just showing up at Sunday night, you know, just unloading their truck. Takes them three minutes. And they drive home and there's nothing. I said, the dump's 200 bucks. It costs 200 bucks for those guys to do it. You want them to do the right thing, which is drive to the dump. That's 200 bucks. These guys. Who's dumping this stuff? He goes, I don't know. I go, poor Mexicans. This is all construction material. These are guys come in and demo out the bedroom and the bathroom, throw it in the back of the truck. And because they don't want to take 200 bucks out of their pocket, they just dump it in the street behind me.

The LA tiny home projects for the homeless on average show only a 10% success rate. And LA pays nonprofits for tiny home communities roughly 55 to $100 per night per bed. So there's some new polls for the L. A Mayor's race. Democratic socialist Nithya Rahman, dubbed the next Mamdani, is now projected to win the LA mayoral election. This is. There's a lot of different polls, but there's one poll here has her in a commanding lead with 33% of voters supporting her, while Karen Bass trailed at 17%. This is by Loyola Marymount University center for the Study of Los Angeles. In the Loyola Marymount poll, unlike other polls, respondents were given brief descriptions of the candidates.

We find the quote, Dawson, and we can figure out who to attribute it to. But one of the founding fathers basically said, when people figure out they can vote themselves free stuff, it's over. And that's where we're at now. So there's always going to be more poor people than there are rich people. And there's always going to be more people not paying taxes than paying a lot in taxes. And it's literally just an equation. And so if you just said, look, every citizen has one vote, okay? Those are the rules. I disagree with that, by the way. I think you should get X amount of votes for X amount paid in taxes. Because otherwise you just have dumb poor people just go and tax that guy more.

That's true. With wandering eyes and inappropriate ponytails for their age. So what you're going to do is you're going to have a lot more poor people than there are rich people. Which is fine, except for the voting is one for one. Everyone just gets one vote. Like my. I always say this. My mom didn't pay taxes, lived off of welfare and lived in her mom's freebie junker house her whole life. But every year her vote canceled out. My vote, who has employees, pays A ton of taxes and contributes. Right. So my mom's vote would cancel out my vote, even though she puts nothing in. So we're at a stage where in the past, let's see the quote. A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves largesse, money, gifts from the public treasury. It was said a few different ways by a few different people. Alexis de Tocqueville said, the American republic will endure until the day Congress discovers that it can bribe the public with the public's money. Yes. Benjamin Franklin said, when the people find they can vote themselves money, that will herald the end of the republic. That's the one. That's the one. So now what is in the way of this historically? Like what? Okay, there are always poor people and there's always rich people. And the poor people aspired to be more like the rich people. And they'd go, there goes Mr. Johnson and his Cadillac. You know, Timmy, you work real hard, one day you'll be living up that hill. Now they go, let's go get a rock and throw it at Mr. Johnson's Cadillac.

Latest Tesla on fire. That's where at now. So people used to have like sort of dignity and they were aspirational. Now they're just angry. And politicians agitate them constantly with this, this guy thinks he's better than you just cuz he's rich. I mean, when they're trying to do a hit ad against a politician, they go, billionaire Tom Steyer, the guy figured out a way to make a billion dollars for that. Strike one. And I hate Tom Steyer. But the point is it's a pejorative. Now Bernie Sanders, these billionaires think, blah, blah, blah. So now what you have is a great combination. You have angry, agitated poor people. You have basically politicians who go, all we gotta do is agitate these people, make them think rich people are bad, and then we're gonna take a vote. And the vote is, should we take more money from that guy to get more free shit for me? And the answer now is yes. Because we're godless, we have no dignity anymore. And so that's we're doing now what no one tells the dumb poor person is that's never gonna happen. Just like you thought Barack Obama was gonna help you cuz you're black. And finally you're gonna have someone who looks like you.

It's like, bitch, you don't pay any taxes and you never did. And you take. So go find a mirror and figure out what you contribute, and then we can talk.

Well, I mean, when her son has befriended GI Joe and his toy, the country selling out amphitheaters with a certain brand of American rock. I mean, come on. That's obviously a different relationship there. Yes, my mom needed to find a mirror and ask why she wasn't contributing versus why I'm not contributing more. But no one is gonna do that. And thus we're gonna end up with this. And then Nithya Raman is gonna talk about taking money from rich people and giving it to you so that you can have more. You're never gonna get that money. That money's going to NGOs and to her buddies and to teachers unions and labor unions. And your shit's gonna get worse because all you're doing is waiting around for someone to save you, and they can't save you. Only you can save you. And you thinking it's coming from the outside in. And then the people that are keeping the lights on, whether they're solar powered or not, are gonna go, you know what? It's one thing to pay for everything. It's another thing to be insulted while I'm paying for everything. So, fuck this, I'm moving. Yeah, and then you're gonna have to beg for them to come back, but they're not.

Do you think there is a rock bottom? We're gonna. Every time we elect another Democrat or try the same policies, whether it's in LA or California every election cycle, I don't expect it. There's a glimmer of hope, like maybe this is the bottom and people turn around. Do you think we'll hit that?

Listen, I agree. And it'd be nice. It'd also be great to show the nation what you could do if you turned it around 100%. But I don't. I've lived in LA my whole life, and I have. I have little confidence in these people, the voters, because they just do it. They can't. We could have had Rick Caruso, a acclaimed commercial builder, and we got a socialist nut job who bowed at the altar of Castro. And we thought that would be a better person to run the city, not the person that builds all the places we want to go.
