Marvel Comics Just STOPPED Paying Its Artists?!

According to Greg Capullo, Marvel Comics isn't paying some of its artist -- including his inker. Does this have anything to do with the recent Disney layoffs? Is it a glimpse of things to come, or just a clerical error? Why isn't Marvel Comics publishing John Byrne's X-Men Elsewhen? Why is it being outsourced? Why indeed...
