Playing teams get one to two lottery balls. 16 teams in the lottery with flattened odds. Previously, 14 teams cannot pick number one in consecutive years. No top five picks in three consecutive years. The worst teams now have just a 5.4% chance to get the number one pick. The team with three balls have an 8.1% chance at each.
