First up, President Trump prepares to meet with President Zelensky as Ukraine is reportedly planning an unexpected proposal. It's an air ceasefire with Russia. I'll explain why Kyiv believes the timing may finally be right later in the show. A deadly attack at Berlin's Pride celebration is raising difficult questions about Germany's justice system after the suspected attacker had already been convicted on terrorism charges. But first, today's afternoon spotlight. President Trump is expected to meet with Ukrainian President Zelensky tomorrow in Washington, D.C. and ahead of that meeting, reports suggest the two leaders could discuss a proposed air ceasefire between Russia and Ukraine. Now, before anyone gets overly excited here, this is not a proposal to end the war. No one is talking about freezing the front lines or settling the question of occupied territory, or negotiating a broader peace agreement. Instead, the idea is reportedly much narrower, and perhaps that is what makes it, well, somewhat realistic or possible. According to reports, the proposal would focus on halting long range missile and drone attacks while the fighting on the ground continues. Now, the obvious question is whether Russia would ever agree to such a deal. The other obvious question, I suppose is why does Ukraine believe the idea is worth pursuing? Now, to answer that, it's worth taking a step back and looking at how the war has evolved. When Russia launched its full scale invasion back in early 2022, the conflict was largely defined by ground offensives. Cities, villages, towns fell. Armored columns raced toward Kyiv. That was short lived. Front lines shifted dramatically. And then over time, it became a World War I style conflict, literally trench warfare in some sectors of the front lines, a grinding effort to gain small amounts of territory, usually with very high casualty rates. Today, while the ground combat continues, of course, the war has expanded into another domain. Nearly every night, Russia launches waves of drones and missiles deep into Ukrainian territory, targeting cities and energy infrastructure, defense industries and logistics hubs. Ukraine, meanwhile, has dramatically expanded its own long range strike capabilities, routinely sending drones hundreds of miles into Russia to hit airfields, ammunition depots, oil facilities and defense factories. In other words, there are really two wars being fought at the same time.

One is the grinding battle along a front stretching hundreds of miles across eastern and southern Ukraine. The other is an increasingly sophisticated long range strike campaign, with each side trying to wear down the other's economy, military, industry and public morale. An air ceasefire would only address that second conflict. The ground war would continue. Soldiers would still be fighting, artillery would still be firing. But the nightly barrages of drones and missiles against cities could, at least in theory, come to a halt. So why pursue an idea like this now? Well, one reason is political. President Trump has made ending the war one of his biggest foreign policy priorities. And Kyiv may believe his administration has an opportunity to test whether Moscow is willing to accept at least a limited form of de escalation. But the military picture has changed as well, as Russia continues to bombard Ukrainian cities with drones and missiles, hoping to wear down civilian morale and damage Ukraine's ability to sustain the war. Yet over the past months, Ukraine has increasingly taken the fight deep inside Russia. As we've discussed here previously on the pdb, Ukrainian drones have been striking oil refineries, fuel depots, logistics hubs, and large warehouse distribution centers hundreds of miles from the front. Those attacks are disrupting fuel supplies, straining Russia's transportation network, and forcing Moscow to divert air defenses and military resources to protect targets that once seemed safely out of reach. And that is creating problems for Vladimir Putin. From Kyiv's perspective, that's what changes the equation. Perhaps Ukraine may believe it's demonstrated enough reach and imposed enough pain that that Moscow could be more willing than before to consider limiting at least one aspect of the conflict. In other words, Ukraine may believe that its growing ability to impose costs inside Russia has created an opportunity to test whether the Kremlin is finally prepared to negotiate, even if only on a narrow issue. Asked about reports of the proposal, the Kremlin spokesman, Dmitry Peskov, declined to reject the idea outright, saying it was simply too early to comment because there wasn't enough concrete information available. That's hardly an endorsement, but it's also notable that Moscow chose not to immediately dismiss the reports. Instead, the Kremlin appears content to wait and see what, if anything, emerges from the discussions between Washington and Kyiv. Even if both sides agreed in principle, turning that agreement into reality would, of course, be another matter entirely. All sorts of questions emerge. What exactly counts as an air attack? Who investigates alleged violations? How many violations would be enough to collapse the agreement? But if Russia and Ukraine can find common ground on something this limited, it could become the first meaningful restriction either side has accepted on how this war is fought. And it would be a small but tangible step toward de escalation. Welcome back to the PDB Afternoon Bulletin. What began as one of Germany's largest gay pride celebrations ended in a deadly Islamist terrorist attack after a rented van plowed into crowds gathered near Berlin's Brandenburg Gate. Saturday's Christopher Street Day celebration had drawn hundreds of thousands of people into the heart of Berlin. Floats, speeches and live performances stretched from the Victory Column through Tiergarten park as the city's annual pride event entered its final hours. And then, just after 10pm local time, everything changed. According to a report from the New York Times, German authorities say a white van suddenly sped and barreled into the crowd, sending people diving for cover. At first, there was confusion. Some witnesses weren't immediately sure whether they'd seen a tragic accident or something more sinister. And that uncertainty, though, did not last long. Authorities say the driver then got out of the vehicle and began attacking people with what investigators believe was a machete. In a matter of moments, what had been one of Germany's largest celebrations became the scene of what was the country's latest Islamist terrorist attack. As panic spread through the park, organizers abruptly halted the festivities. Meanwhile, police officers, firefighters and ambulances flooded into central Berlin as emergency crews worked to secure the area and treat the wounded. By about 1am Authorities confirmed the scale of the tragedy. One woman had been killed while at least 29 other people were injured. The van was eventually found, but the driver had vanished, triggering one of the largest manhunts Berlin's seen in years. Thousands of officers from Berlin and neighboring German states joined the search. Then came the first major break in the case. At roughly 3:30 Sunday morning, investigators announced they had identified a suspect. More significantly, they revealed he wasn't a stranger to law enforcement. Police said the man was already known as part of Berlin's Islamist extremist scene, immediately raising questions about whether authorities had encountered him before and if so, why he had remained free. Hours later, police tracked the suspect to western Berlin. Authorities say he charged officers while armed with a knife. Police responded appropriately, and the suspect died at the scene. By Sunday evening, investigators publicly identify the man behind the attack. Police say he was 21 year old Abdul Balut, a German citizen of Lebanese background who had spent years moving steadily toward Islamist extremism. Prosecutors say Balut spent much of 2024 posting ISIS propaganda online. Well, there's a clue. Before traveling through Turkey to Lebanon in May 2025 with the goal of joining the Islamic State terrorist group in neighboring Syria. Again, another clue. While in Lebanon, authorities say he contacted several people he believed were ISIS members before Lebanese terror officials arrested him that July. He was later sentenced to three months. That's it. Three months in prison for inciting religious conflict. When Balut returned to Germany that November, police arrested him immediately at Berlin Brandenburg Airport and placed him in pre trial detention. In May of this year, a German court sentenced him to one year and 10 months in prison for preparing a serious act of violence endangering the state. But prosecutors weren't convinced that sentence went far enough. They argued Balut's repeated attempts to join ISIS demonstrated his radicalization wasn't theoretical or hypothetical. It was real. They warned that he remained dangerous and pushed for a longer prison sentence. However, the court disagreed. Because Balut is 21 years old, a judge sentenced him under Germany's juvenile criminal justice system. Since when is a 21 year old a juvenile? Instead of keeping him behind bars, they suspended his sentence and placed him under the supervision of a parole officer.

And seriously, I'm not making this up. The judge pointed to his partial confession, the roughly nine months that he'd already spent in custody in Germany and Lebanon, and what the judge believed were signs he had begun distancing himself from isis. They also concluded that no concrete terrorist plot had actually materialized. But just over two months after walking out of prison, authorities say Balut carried out Saturday night's terrorist attack. Not surprisingly, that decision has now become the center of an increasingly heated political debate inside Germany. Chancellor Friedrich Mertz condemned what he called a, quote, heinous assault, describing it as, quote, an attack on our free society. While you could also argue that the court's decision to release him was also an attack on a free society, Mertz also called for significantly tighter restrictions on individuals deemed security threats, saying, quote, unquote, if we cannot detain such potential offenders, we must do everything we can to restrict their freedom of movement as much as possible, end quote. And for that, Chancellor Mertz receives the honor of winning today's PDB Statement of the Obvious Award. Well done, Chancellor.
