These are the daily Tech Headlines for Monday, July 7th, 2025. I'm Rob Dunwoody. ByteDance is reportedly developing a new US only version of the TikTok app codenamed M2, which it plans to release on September 5th. To comply with legislation mandating the sale of its US TikTok operations or face a nationwide ban, US users will be required to switch to this new app as the current version M will be removed from the US App Store. On M2's debut and is expected to cease functioning in the US by next March. Although this timeline is subject to change, Apple has appealed the EU's 500 million euro fine for not complying with rules mandating companies to allow developers to direct users outside of the App Store for purchases. The European Commission issued the fine in April, citing Apple's failure to adhere to Digital Markets act rules that require developers to accept payments for their apps outside of Apple's ecosystem. In late June, Apple revised its fee structure for app distribution in the eu, introducing a more complex framework that includes an initial acquisition fee, a store services fee, and a core technology commission to accommodate alternative payment methods likely to avoid further fines from the European Commission. Japanese AI lab Sakanaai has unveiled Multi LLM AB mcts, a novel technique enabling multiple large language models to collaborate on a single task. This method facilitates trial and error among models, allowing them to combine their unique strengths and solve complex problems intractable for individual models, effectively forming an AI dream team for enterprises. This approach approach offers a path to develop more robust and capable AI systems, allowing businesses to dynamically leverage the best aspects of a different frontier model and assign the most suitable AI for each part of a task leading to superior results. A study commissioned by the Dutch government found that banning mobile phones and other electronic devices in Dutch schools improved student focus. Of the 317 high schools surveyed, three quarters reported a positive effect on student concentration. Additionally, nearly two thirds observed an improvement in the social climate and one third noted better academic performance. Meta's WhatsApp Pay has largely failed in India despite 500 million users. Regulatory hurdles in 2018, such as Facebook separation and a 1 million user cap slowed its rollout even after the cap lifted in late 2024. Competitors like PhonePe and Google dominate the $3 trillion digital payments market. Experts attribute Meta's struggle in both regulations and lack of effort in product development, marketing or Merchant engagement. Windows 11 is now the dominant PC desktop OS with 52% market share, surpassing Windows 10 with 44.59%, according to Stat Counter. This comes almost four years post release and precedes Windows 10's end of support. While Windows 11 led in PC gaming earlier, its overall adoption was slower than Windows 10, partly due to stricter hardware requirements. Oracle is offering the federal government a 75% discount on its license based software, including databases and analytics, and a substantial discount on its cloud service through November. This move makes Oracle the latest tech giant to provide the federal government with a significant discount on its services. The General Services Administration stated that this agreement with Oracle is the first of its kind to offer a government wide discount on cloud infrastructure, and they are currently negotiating similar deals with other cloud providers. The Reuters news account on X was restored in India on Sunday, a day after the social media platform suspended it. Citing a legal demand. X informed the Reuters social media team via email that they were no longer withholding access in India to its account, but did not provide further details. Representatives for X, Reuters and the Indian government have not yet commented on the account's restoration. And finally, Destiny Rising, a mobile exclusive sci fi RPG shooter set in Bungie's Destiny universe, will launch on August 28th for iOS and Android. Announced in October of last year, the game stems from a $100 million investment in NetEase Games, the developer behind Marvel Rivals and Diablo Immortal. NetEase announced the launch date and release new gameplay trailer showcasing missions, strikes, PvP battles and PvE features. Destiny Rising is set in an alternate timeline before the original game, allowing new players to easily join the franchise. Daily Tech Headlines - Episode: "ByteDance Is Reportedly Developing A New U.S.-Based Version Of TikTok - DTH"
Release Date: July 7, 2025
Hosts: Sarah Lane, Robb Dunewood, and Tom Merritt
In this episode of Daily Tech Headlines, Rob Dunewood delves into the most pressing tech stories of the day, providing listeners with a comprehensive overview of the latest developments in the technology sector. Skipping the advertisements and intros, the episode swiftly moves into substantial content, offering valuable insights into global tech trends and corporate maneuvers.
Timestamp: 02:16
Rob Dunewood opens the discussion with significant news regarding ByteDance, the parent company of TikTok. In response to burgeoning U.S. legislation that threatens a nationwide ban unless ByteDance sells its U.S. TikTok operations, the company is reportedly developing a new version of the app tailored specifically for the U.S. market.
Development of M2: The new app, codenamed M2, is slated for release on September 5th. This strategic move aims to comply with the latest legislative requirements while maintaining ByteDance's foothold in the American market.
Transition Plan: According to Dunewood, U.S. users will be mandated to transition to M2 as the current version, referred to as M, will be removed from the U.S. App Store upon the debut of M2. He notes, “On M2's debut, the existing version will cease functioning in the US by next March” (02:20). However, he adds a caveat that this timeline is subject to change based on evolving regulatory landscapes.
Timestamp: 03:05
Shifting focus to Apple, Dunewood discusses the company's ongoing legal challenges within the European Union. The European Commission had previously fined Apple €500 million for failing to comply with the Digital Markets Act (DMA), which mandates that companies allow developers to direct users outside of the App Store for purchases.
Apple's Appeal: In response to the hefty fine, Apple has appealed the decision. Dunewood explains, “Apple has appealed the EU's 500 million euro fine for not complying with rules mandating companies to allow developers to direct users outside of the App Store for purchases” (03:10).
Revised Fee Structure: To mitigate further penalties, Apple has overhauled its fee structure for app distribution in the EU. The new framework introduces an initial acquisition fee, a store services fee, and a core technology commission. This restructuring is designed to accommodate alternative payment methods, thereby aligning with DMA requirements.
Timestamp: 04:15
Dunewood highlights advancements from Sakanaai, a prominent AI lab in Japan, which has unveiled a groundbreaking technique known as Multi LLM AB MCTS. This innovation facilitates collaboration among multiple large language models (LLMs) on a single task.
Collaborative AI Models: The Multi LLM AB MCTS approach allows different LLMs to engage in trial and error processes, effectively forming an "AI dream team for enterprises". Dunewood emphasizes, “This method facilitates trial and error among models, allowing them to combine their unique strengths and solve complex problems intractable for individual models” (04:20).
Business Implications: For businesses, this means the ability to dynamically leverage the most suitable AI models for various aspects of a task, leading to more robust and capable AI systems. The collaborative approach promises superior results and enhanced problem-solving capabilities for complex enterprise needs.

The episode also covers a study commissioned by the Dutch government examining the effects of banning mobile phones and other electronic devices in schools. The findings present a largely positive outcome:
Improved Student Focus: Out of 317 high schools surveyed, 75% reported a noticeable improvement in student concentration following the ban.
Enhanced Social Climate: Nearly two-thirds of the schools observed a more positive social environment among students.
Academic Performance: Additionally, one-third of the institutions noted better academic performance metrics post-implementation.
Dunewood summarizes the findings by stating, “Banning electronic devices in schools has significantly improved both the academic and social aspects of student life” (05:15).
Timestamp: 05:50
Dunewood moves on to discuss Meta's (formerly Facebook) WhatsApp Pay initiative in India, highlighting its underwhelming performance despite having 500 million users.
Regulatory Hurdles: The rollout was severely hindered by regulations established in 2018, including the mandatory separation of Facebook from its financial services and a user cap of 1 million. Even after lifting the cap in late 2024, WhatsApp Pay struggled to gain traction.
Market Competition: Competing platforms like PhonePe and Google Pay have dominated India's $3 trillion digital payments market, leaving WhatsApp Pay trailing.
Reasons for Failure: Experts attribute Meta's failure to navigate regulatory challenges effectively and a lack of substantial investment in product development, marketing, and merchant engagement as primary reasons for the campaign's lackluster performance.
Timestamp: 06:30
In a notable shift within the PC operating system landscape, Windows 11 has overtaken Windows 10, securing a 52% market share compared to Windows 10's 44.59% as per Stat Counter.
Adoption Timeline: This milestone comes nearly four years post the release of Windows 11 and precedes the end of support for Windows 10.
Gaming Leadership and Adoption Rates: While Windows 11 initially led in the PC gaming sector due to better integration and performance optimizations, its broader adoption was slower compared to Windows 10. This delay was largely due to stricter hardware requirements, which limited accessibility for users with older hardware configurations.
Timestamp: 07:20
Oracle has announced a strategic move to offer significant discounts to the U.S. federal government. This includes a 75% discount on its licensed software, encompassing databases and analytics, alongside substantial reductions for its cloud services until November.
Government-Wide Agreement: The General Services Administration (GSA) noted that this agreement marks the first of its kind, providing a government-wide discount on cloud infrastructure. Oracle aims to attract more federal clients by making its services more financially accessible.
Negotiations with Other Providers: The GSA is also in talks with other cloud providers to negotiate similar discount agreements, signaling a potential shift in how government entities procure tech services.
Timestamp: 07:55
The episode concludes with news about Reuters regaining access to its account on X (formerly Twitter) in India. The account had been suspended a day prior due to a legal demand.
Lack of Details: While X notified the Reuters social media team via email about the restoration of access, no further details were provided regarding the reasons behind the initial suspension or the conditions leading to the account's reinstatement.
Awaiting Statements: Representatives from X, Reuters, and the Indian government have yet to comment on the circumstances surrounding the account's suspension and subsequent restoration.
Timestamp: 08:30
Lastly, Rob Dunewood sheds light on an exciting development in the mobile gaming sphere. Destiny Rising, a mobile-exclusive sci-fi RPG shooter set in Bungie's Destiny universe, is scheduled for launch on August 28th for both iOS and Android platforms.
Development and Investment: Announced in October of the previous year, the game emerges from a $100 million investment in NetEase Games, the developer known for titles like Marvel Rivals and Diablo Immortal.
Gameplay Features: A newly released gameplay trailer showcases various features such as missions, strikes, PvP battles, and PvE (Player vs. Environment) elements. Importantly, Destiny Rising is set in an alternate timeline before the original game, which is intended to make the franchise more accessible to new players, facilitating easier onboarding without the necessity of prior gameplay experience.
Rob Dunewood provides a thorough and insightful analysis of today's tech headlines, encapsulating significant movements within major tech corporations, regulatory impacts on digital services, innovations in artificial intelligence, and trends in software adoption.
