The phrase out with the old and in with the new generally has a positive connotation. It certainly implies that "the new" is better than whatever "the old" may have been.. However, if the change is an unexpected and dramatic one, "the new" can bring a lot of unwanted circumstances to the table. For some clarity in regard to what Im rambling about... inquire within.
