As more questions arise as to what was done and not done in the moments before and immediately after Friday's catastrophic flooding, including why an emergency alert phone notification known as Code Red was reportedly not issued until some six hours after emergency personnel alert of their superiors. Dealing with a disaster more deadly than 2017's Hurricane Harvey, the priority remains recovering victims rather than cleaning up property. Search crews and volunteers are systematically going through what remains, using everything from heavy equipment to their bare hands and relying on sense of smell.
