A three judge panel rejects the Trump administration's request to lift a lower court injunction over issuing passports to transgender and non binary Americans reflecting their gender identity. A federal district court judge blocked that order. Earlier this year, the Trump administration appealed, asking that injunction be lifted as a challenge from the ACLU moves through the courts.

An attorney for Elias Rodriguez told the federal judge in D.C. that her client pleads not guilty to nine charges against him and that he requests a jury trial. He's charged with the murder of a foreign official, two federal counts of a hate crime resulting in death and firearms related charges. Witnesses said he yelled out free Palestine. And after shooting Lashinsky and Milgram, Rodriguez entered the Capital Jewish Museum and said he did it for Palestine. Lashinski and Milgram were a couple and he was planning to propose to her in Israel later this year. Jessica Rosenthal, Fox News.
