Laying blame. I'm Lisa Lacera, Fox News. Oregon Governor Tina Kotak pointing fingers after two people were found shot in Portland. We are all shaken and outraged by another terrible, unnecessary, violent event instigated by the reckless agenda of the Trump administration. The Department of Homeland Security says the man and woman were targets of an investigation and they're affiliated with the Trende Aragua gang. Police Chief Bob Day says the two were found by local police and taken to the hospital.

DHS says when border agents identify themselves, the driver of the vehicle attempted to hit them and a defensive shot was fired. The Multnomah county district Attorney's office is investigating. In Minneapolis, a second day of protests after a woman was shot and killed by an immigration officer.

Hundreds of people are taking part in these demonstrations. More than a dozen people arrested here today, several for throwing bottles at Border Patrol. Agents have had to use tear gas and pepper balls to break up the crowd a few times.

The federal judge says hands off on Head Start.

Head Start's meant to provide education and support to hundreds of thousands of children from low income families. But Head Start providers filed a lawsuit earlier this year accusing the Trump administration of illegally laying off half the Head Start staff and purging words believed to be associated with DEI from grant applications. A director in Wisconsin says she was given a list with nearly 200 words she can't use, like Native American, black and women. But directors are required by law to include demographics about the families they serve. Now a judge has ruled against punishing Head Start directors from using prohibited language and barred any more cuts to the program.

Jill Nadeau, Fox News Investigators in Utah say a shooting last night outside a church in Salt Lake City where two people were killed and six others injured cross grew out of a dispute between people who were attending a funeral. The governor of Pennsylvania launches his reelection campaign.
