A Tennessee judge has blocked the Trump administration's use of the National Guard in Memphis under a crime fighting operation but has also put the order on hold given the government five days to appeal the judge's ruling. Governor Bill Lee cannot deploy the Guard for civil unrest unless there is rebellion or invasion and that would require action by state lawmakers. Troops have been in Memphis for more than a month patrolling neighborhoods as part of attack task force created by President Trump. More than 130 people arrested in an immigration crackdown in Charlotte, North Carolina over the weekend.
