Thom Tillis, the Republican from North Carolina, and Rand Paul, they are questioning question marks here. Other people who might be on the fence, I would look at somebody like Rick Scott, maybe Susan Collins. Now, the key amendment here might be from Rick Scott, Republican of Florida. That's on the percentage of Medicaid costs for states. And if that's adopted, then that could be a win for conservatives.
