But when he got there, he somehow got a gun and shot both Officer Jonathan Bartholomew and his partner before making a run for it. Talley was already a seven time convicted felon and at the time he was facing charges for another four violent felonies. But under Illinois Safety act that eliminated cash bail, a judge had let Talley back out on the streets.
