During Talley's initial hearing last week for killing Officer Bartholomew and nearly killing his partner, the judge had to pause the proceedings to tell the 26 year old to stop giggling. Last month, Alfonso Talley was arrested after viciously beating a woman at a Dollar General store during a robbery. He told police he had swallowed drugs and needed to go to the hospital. But when he got there, he somehow got a gun and shot both Officer Jonathan Bartholomew and his partner before making a run for it. Talley was already a seven time convicted felon and at the time he was facing charges for another four violent felonies. But under Illinois Safety act that eliminated cash bail, a judge had let Talley back out on the streets.
