Madeleine Rivera
But the Ukrainian constitution mandates a national referendum for any territorial concessions, meaning Zelensky can't unilaterally authorize any changes over land. So we'll see how Zelensky's comment lands with the president.

Officers from the U.S. park Police, Homeland Security, ATF and other federal agencies are stepping up their presence around the nation's capital as part of a seven day operation. President President Trump issued an executive order for a task force to make DC Safe and beautiful after complaining the city's crime rate was too high and threatening a federal takeover of the District. Both carjackings and homicides dropped significantly last year after spikes in 2023. But there have still been high profile incidents, including the beating of a former Doge official last weekend as he tried to intervene during a carjacking at the White House.

[00:03] Jack Callahan opens the newscast with breaking news about a scheduled meeting between former President Donald Trump and President Vladimir Putin aimed at discussing peace in Ukraine. However, complications arise due to Ukrainian President Volodymyr Zelensky's firm position on territorial concessions.
[00:14] Madeleine Rivera reports from Washington, highlighting that Zelensky is staunchly rejecting any proposal for Ukraine to relinquish land to Russia. She notes, "Zelensky's remarks are notable given that President Trump floated the idea that Russia and Ukraine could swap territories" [00:33].
[00:39] Trump is characterized as believing that "there'll be some swapping of territories to the betterment of both" [00:39]. However, Rivera points out a significant legal barrier: "the Ukrainian constitution mandates a national referendum for any territorial concessions," [00:43] meaning Zelensky lacks the authority to make unilateral decisions on land changes.
[00:56] Jack Callahan further adds that President Putin has dismissed the idea of a trilateral meeting involving Zelensky, potentially stalling the peace process. The interplay between these leaders' positions sets the stage for a complex diplomatic scenario.
Transitioning to domestic issues, Jack Callahan discusses President Trump's latest actions addressing crime in the nation's capital.
[00:56] President Trump has announced a forthcoming press conference at the White House scheduled for Monday to address "crime in the nation's capital." In response to escalating concerns, he has deployed federal law enforcement agencies, including the U.S. Park Police, Homeland Security, and the ATF, to reinforce security in Washington D.C. [01:11].
An unnamed reporter elaborates on the operation: "Officers are stepping up their presence around the nation's capital as part of a seven-day operation." This initiative follows a significant drop in carjackings and homicides last year after 2023 saw a spike in such incidents. Nonetheless, high-profile events like the recent assault on a former Department of Defense official during a carjacking at the White House underscore ongoing security challenges [01:11].
President Trump has taken a firm stance by issuing an executive order to establish a task force aimed at making D.C. "safe and beautiful," [01:11] expressing his dissatisfaction with the city's crime rates and hinting at the possibility of a federal takeover if necessary. The administration's proactive measures reflect a commitment to addressing public safety concerns in the capital.
Jack Callahan breaks the heartbreaking news of a fatal shooting outside the CDC office in Atlanta.
[02:31] The suspect has been identified as Patrick Joseph White, aged 30, according to reports from the Georgia Bureau of Investigation (GBI). The victim, DeKalb County Police Officer David Rose, aged 33, succumbed to his injuries at Emory Hospital. Officer Rose is survived by his wife, two children, and a third child on the way [02:39].
Madison Scarpino provides further details: "Officers found Rose critically hurt at the shooting scene not long after the first 911 call regarding an active shooter. The shooting prompted lockdowns at the CDC, Emory University, and nearby schools and daycares" [02:39]. The incident disrupted daily operations and raised concerns about safety in public institutions.
Authorities have yet to determine a clear motive behind the shooting. The swift response from multiple law enforcement agencies highlights the severity of the situation and the ongoing efforts to ensure public safety in Atlanta [03:25].
Shifting focus to state politics, Jack Callahan reports on Texas Attorney General Ken Paxton's contentious move against House Democrats.
[03:25] Attorney General Paxton is petitioning Texas's highest court to remove over a dozen Texas House Democrats who have fled the state to disrupt quorum and block the vote on redrawn congressional districts [03:25].
[03:41] Brooke Taylor from Fox News America explains the situation: "The Texas House speaker gave Democrats a deadline to show up or face consequences. Quorum was not met yet again, while dozens of Democrats are in blue states refusing to come back" [03:41]. In a notable development, Speaker Dustin Burroughs has declared that there will be "no more direct deposits" for absent members, stating, "If Democrats want to get paid, they will have to show up in person" [03:41].
Further escalating the tension, the Speaker is collaborating with the Attorney General to enforce civil arrest warrants in Illinois, with the FBI assisting in locating the absent legislators [03:41]. This political maneuver underscores the intense battle over redistricting and reflects broader national debates on electoral processes and representation.
