Some in Congress have questioned the legality of the deadly strikes in international waters. The Senate plans another test vote today on short term spending that would end a government shutdown but needs bipartisan support to reach the 60 votes needed to to advance.

A high school senior has died days after being shot in the head at a party in Alabama.

Kimber Mills was 18 years old, taken off life support when her family decided there was no surgery that could give her any kind of life worth living even if she'd survived. She was one of four people shot at the party Saturday night after midnight. Witnesses and Police say a 27 year old man who didn't know anybody showed up at the bonfire, bothered a girl who told her boyfriend there was a fight and then shots fired. He's charged with attempted murder and now murder. Kimber Mills was a high school cheerleader and track athlete planning to study nursing at the University of Alabama. She received an honor walk before she died. Family, friends, hospital staff and others lined up as she was taken for organ donation surgery. One of the other people who was shot walked behind her. Chris Foster, Fox News forecasters say tropical.

Storm Melissa in the Caribbean could be a hurricane by Friday. It's about 300 miles away from Haiti and Jamaica, expected to bring heavy rain and flooding in some areas for the rest of the week. The NFL is moving its Pro bowl festivities to super bowl week while seizing the opportunity to promote a growing version of the game.

Aware that flag football is now an Olympic sport to debut in 2028 in Los Angeles with its players allowed to compete, the NFL is taking an opportunity to spotlight the flag version of its game at Super Bowl 60 next February. Instead of the Pro bowl games between the AFC and NFC getting played in a stadium, a giant ballroom inside the Moscone center in San Francisco, which holds 4,000 people to get converted into a flag football arena, the Moscone center will also house the NFL experience for fans. The AFC NFC flag football game will get played Tuesday, February 3, in San Francisco, five days ahead of Super Bowl 60 in Santa Clara.
