The center for Strategic and International Studies has published its findings as Russia Russia's full scale invasion approaches its fourth anniversary. The report warns that the number of soldiers killed, injured or missing on both sides of the conflict could hit 2 million by the spring. It says Russia has suffered 1.2 million casualties alone, including 325,000 troop deaths. Moscow is described as paying an extraordinary price for minimal gains. Washington, D.C. officials are working to get schools reopened following the past weekend's winter storm. Fox 5 DC's Sydney Persing has more.

Wednesday night crews worked long and hard to shovel and plow snow at Anacostia High School. We will be able to open school tomorrow. As Mayor Muriel Bowser announced, District public schools will finally open Thursday on a two hour delay and yet we know many of you remain deeply frustrated with messy roads, impassable alleyways, sidewalks. D.C. officials acknowledged sleet, freezing rain and lingering cold temps have made clearing out heaps of snow unusually difficult. They said they've now contracted new heavy construction machinery to break up and scoop up mounds of compact frozen snow they call snow crete and haul it off to RFK.

Washington, D.C. mayor Muriel Bowser announced she suspended the enforcement of fines for residents and businesses who failed to clear snow and ice from their sidewalks. Homeland Security places the federal agents involved in the deadly shooting of Alex Preddy on administrative leave.

The Department of Homeland Security confirms that the two Border Patrol agents who fired their weapons during the interaction with 37 year old Alex Preddy have now been placed on administrative leave, though calling it standard procedure, saying it should not be viewed as any suspicion of wrongdoing.
