The final vote in the Senate as that was Senator John Thune was 62, 48 Democrats joining all Republicans except for one Republican, Senator Rand Paul in support. One of those Democrats who supported Pennsylvania, Senator John Fetterman.

The vote coming overcoming a potential filibuster considered the first step in the process to pass the compromise legislation. The bill now heads to the House which expects to vote as early as Wednesday. The government shutdown, though, continues for now. Thousands of airport delays and cancellations continued Monday.

The FAA instructed airlines to cut 4% of daily flights starting last Friday at 40 major airports across the US because of the shortage in air traffic. Controller reductions in flights are mandated to reach 6% and then will hit 10% by Friday. Amid the government shutdown, controllers have been retiring in droves up to 15 to 20 per day at Los Angeles International Airport.

President Trump says he'll abide by the deal ending the 41 day government shutdown, promising the government will reopen very quickly. The agreement guarantees a Senate vote on extending health insurance subsidies for 22 million Americans, though the president said he prefers a new plan that sends money to the people instead of insurance companies. Secretary of State Marco Rubio taking a trip across the border to meet international counterparts in Canada. Fox's Jonathan Savage can tell us why.

Canada is hosting G7 meetings this year and it's the turn of foreign ministers to put their heads together. Secretary of State Marco Rubio will meet top diplomats from the likes of the UK France, Germany and Japan in Niagara, Ontario, plans to discuss the Trump administration's efforts to bring peace to Ukraine and Gaza, plus security concerns in Haiti and Sudan. When G7 leaders met in June, they struggled to unite behind a plan to end Russia's invasion of Ukraine. Secretary Rubio has also got points to raise on critical minerals and global supply chains. Blocking some chemicals used to make fentanyl from reaching the U.S. fox's Jared Halpern has more details on this for us this morning from the White House.

Beijing is putting export restrictions on more than a dozen drug making chemicals to the U.S. canada and Mexico. Those chemicals are used to produce fentanyl, a synthetic opioid blamed for tens of thousands of overdose deaths in the US Every year. Following a meeting last month with President Trump, China's President Xi Jinping promised to help end the overdose crisis in the U.S. in return, President Trump produced a fentanyl related tariff from 20 to 10%.
