The high court with a snap ruling. I'm Chris DiMaio, Fox News. The Supreme Court issues an emergency order temporarily blocking full SNAP food aid payments.
Joel NATO
A lower court had ordered the Trump administration to fully fund SNAP payments through November, but the administration said it could only fund about half since it had to use a contingency fund to pay for it. But the high court has granted the administration's emergency appeal to to temporarily block that order. That blocks only in effect for two days, giving the lower court time to issue a final order on the administration's request to only partially fund snap. However, officials in more than a half dozen states confirm some SNAP recipients were already issued their full November payments Friday. In Washington, Joel NATO, FOX News.

President Trump is ratcheting up pressure on Republicans to do away with a Senate filibuster.
Jared Halpern
President Trump says it does not make any sense for Republicans. Republicans do oppose scrapping the filibuster, the Senate rule requiring 60 votes for most legislation.
Unnamed Trump Supporter or Commentator
Here's some of the things that we'd pass if we terminated the filibuster. Voter id, no mail in voting, no cash bail, no men and women's sports, no welfare for illegals.
Jared Halpern
The president says it would also immediately end the government shutdown. But Senate Republican leaders are opposed, warning of the power it would give Democrats if they win control of the Senate. Majority Leader John Thune says the president's proposal proposal is just not happening at the White House. Jared Halpern, FOX NEWS.

Details about two New Jersey teens arrested in connection to an alleged planned Halloween terror attack in Michigan.
Chanley Painter
Police say Thomas Khan Guzil and Milo Sadderat have both been hit with federal charges tied to a large scale Halloween terror plot, complete with ammo and tactical gear. Guzill was arrested this week at Newark Airport attempting to join ISIS fighters in the Middle East. He now faces charges of providing material support to a terrorist group. And for months, police say Sadarat sent messages fantasizing about killing Jews, even threatening to drive into a pro Israel rally in New Jersey to, quote, run over like 10 Jews.
