Hoping for peace. I'm Ted Lindner, Fox News. The US and Russia are reportedly crafting a 28 point plan aimed at ending the war in Ukraine. The draft proposal says it would have Ukraine cede territory to Russia, limit the size of its military and bar foreign troops in Ukraine. Florida Republican Congressman Brian Mast on Fox Business says many of the details won't go over well, though with Ukraine or European allies.

I think it reflects in large part what Russia wants to see out of this and a lot of things that Ukraine is not going to want to see and NATO and other European allies are not going to want to see as a part of it.

In addition, $100 billion in frozen Russian assets would be dedicated to rebuilding Ukraine. There would also be a path to reintegrating Russia in the global economy, including the future lifting of sanctions. The funeral service for former Vice President Dick Cheney being held at Washington National Cathedral Thursday. Former President Bush paying tribute to Cheney during the service, calling him a friend and someone who he trusted help him while in office. Of course, Cheney served alongside Bush during the September 11 attacks in 2001. The former president recounting how he hired Cheney to help him select his vice president in 2000 when he came to a realization above all, I wanted someone.

Cheney died on November 3rd at the age of 84. And a federal judge has ordered the Trump administration to end its month long deployment of National Guard troops to help police the nation's capital. U.S. district Judge Gia Cobb concluding that the military takeover in D.C. violates the Constitution and illegally intrudes on local officials authority to direct law enforcement in the District. She put her order on hold for 21 days to allow for an appeal. So the troops may remain till then, which gets us to December 11th. America's listening to FOX News.

I'm not concerned about this meeting. I view this meeting as an opportunity for me to make my case and I'll make that case to anyone, frankly, as we've been doing over the course of the campaign. And now as I will be the next mayor of the city, it behooves me to ensure that I leave no stone unturned in looking to make the city more affordable.

Talk about this gift, potentially that the president must unwrap carefully, I mean, carefully indeed. New York City is a city that he loves, that is called home. The president does not want to see a failure in leadership there to prove a point. On the mayor elect side, you've heard some of his language be toned down kind of in anticipation of this meeting, saying he wants to work with the president, find ways they can work together, even went as far as to say that the two of them were elected for similar reasons, for public safety, affordability. Clearly, the voter base has different ideas of what that looks like. So this will definitely be an interesting meeting.

And a Fox News poll suggests Americans won't let opposing political views get in the way of holiday togetherness. But higher costs may get in the way of gift giving now just a week away from Thanksgiving.

In a Fox News poll Of more than 1,000 U.S. voters, 33% say they have more to be thankful for this Thanksgiving than last year, while 25% say they are less thankful. 44% of those polled plan to spend less on gifts this year compared to last, with 85% saying the cost of groceries have gone up compared to a year ago. 78% feel the same about utilities and 54% about gasoline. When asked if they will avoid spending holidays with those they disagree with politically, 76% say no, while 22% say yes. By party, 86% of Republicans are open to spending the holidays with those they disagree with politically, with 71% of independents and 68% of Democrats feeling the same.
