The National Guard deployment to the Chicago area has been put on hold, blocked for at least two weeks by a federal judge who found no evidence of rebellion. She made the correct decision to enter a temporary restraining order. That's Illinois Attorney General Kwame Raul, a Democrat. Hundreds of troops had already arrived, sent by Texas as a Republican governor. National Guard troops are being deployed in Memphis, welcomed by Tennessee's Republican governor to crime crackdown there. And while that gets underway, a deployment will soon end in Washington that President Trump says has made D.C. safer.

More than half the states contributing National Guard troops to the law enforcement initiative in Washington have set target dates for their withdrawal later this fall. The National Guard was activated in D.C. in August after President Trump declared an emergency over crime. The order placed the Metro PD under federal authority for 30 days, then lapsed when Congress did not renew it. But roughly 2,300 Guard members from eight states and D.C. as well as hundreds of federal law enforcement officers remained in the city. Over 4,000 arrests have been made since the deployment began.
