Administration it was never enacted, but would have reimbursed airline passengers for significant delays that are within a carrier's control. The scale was to have started at $200, increasing up to $775 for delays that lasted at least nine hours. The withdrawal move was announced in September but formalized by the Transportation Department in the Federal Register earlier this week.
