More heavy rain, more flooding in Texas, but nothing like the disaster more than a week ago in the Kerrville area where Fox Weather's Katie Byrne reports mandatory.

Evacuations about 80 miles north of us with rivers and creeks once again rising quickly. Texas Governor Greg Abbott confirmed dozens of Texans were rescued in the Lampasas area there by yesterday afternoon, though crews here were told they could resume the search for so many still missing from from last weekend's flash flooding that claimed the lives of 129 people. That search is still happening in miles of riverbanks and in the world.

Now the controversy simmers over that devastating Texas flooding into what kind of local warnings or notifications went out and into the federal response and allegations of thousands of unanswered calls. Homeland Security Secretary Kristi Noem is pushing back.

Secretary Noem was critical of the New York Times report that found only about 16% of calls to FEMA were answered on July 7, days after the deadly flooding. The contractors at the phone banks were laid off July 5th when that contract expired. On NBC's Meet the Press Secretary Noem said those phone banks were staff contracts.
