Earlier today, he signed an executive order easing tariffs on some groceries, including coffee, beef and some fruit. An appeals court is blocking new rules from the Trump administration intended to limit some immigrants access to commercial driver's licenses.

Transportation Secretary Sean Duffy put forward a federal rule to put new requirements on immigrants who have commercial driver's licenses needed to operate semis and buses. But the Appeals court in D.C. is blocking enforcement, ruling the administration did not follow proper procedure in drafting the rule nor articulate a satisfactory explanation for how the rule promotes safety. Duffy announced a new policy in September following a deadly crash in Florida caused by an illegal U turn made by a truck driver living in the U.S. illegally.

Fox's Jared Halpern at the White House. Oakland, California police have made an arrest in yesterday's shooting of former football Coach John Beam. 27 year old Cedric Irving was taken into custody today.

John Beam was working inside the field house at Laney College when he was shot yesterday afternoon. And a massive manhunt continued until early this morning when the suspect was spotted by police at a bus stop.

The federal bankruptcy judge plans to approve Purdue Farmers new opioid settlement requiring the Sackler family to pay up to 7 billion dol give up ownership of the company.

The company would be renamed NOAA Pharma and run by independent overseers directing future profits to fight the opioid crisis. The deal replaces one rejected by the Supreme Court last year and is among the largest opioid settlements linked to 900,000 U.S. deaths since 1999. About $850 million would be set aside for tens of thousands of victims, with most of the settlement though going to state and local governments. 23 babies in 13 states have now been sick and in a growing outbreak of infantile botulism linked to Bihart Baby formula, which has since been recalled. The USDA says that's an increase of 10 treated for the potentially deadly disease since the outbreak was announced November 8th. The most recent case was reported on Tuesday. A Florida father survives a drug overdose thanks to his young son, but he's facing charges anyway.

44 year old Daniel Johnson of Edgewater, Florida, near Daytona beach credits his eight year old son with saving his life. The boy administered Narcan to the father who was in the midst of an overdose after smoking heroin. The boy called 911 after giving the recovery medicine to his dad. Deputies now charge the father with neglect and drug possession. The son is now staying with relatives. Johnson claims he rarely uses illicit narcotics but was suffering physical pain and was unable to obtain prescription medication. In Miami, Eben Brown, fox news.
