Capacity cuts continue at major U.S. airports with more than 5,000 flights delayed or cancelled so far today, President Trump says he's recommending a bonus for air traffic controllers who did not take time off during the shutdown and criticizing those who did, though Transportation Secretary Sean Duffy has been sympathetic to controllers who've taken a second job to help make ends meet. The U.S. supreme Court agrees to decide whether states can keep counting ballots that arrive after Election Day, taking up an appeal from Mississippi.

An appeals court panel ruled that a state law allowing ballots arriving shortly after Election Day be counted violates federal law. President Trump has been a vocal opponent of mail in ballots and has proposed federal legislation banning the practice. Mississippi is one of 18 states that accept mailed ballots received after Election Day, so long as they are postmarked by Election Day.
