Congress approved the last formal declaration of war during the Second World War, but since then has passed resolutions authorizing the use of military force. Talks between Russia and President Vladimir Putin and special envoy Steve Witkoff and Jared Kushner have concluded. In Moscow, a Putin adviser calls them productive but says much more work remains before a peace deal with Ukraine will.
