It could mean up to $500 from the airlines. Airlines must refund people for canceled flights. Already, Newark's been plagued with issues this year. In late August, there were two outages at the Philadelphia Air Traffic Control center that manages Newark's airspace within one day and similar outages that slowed traffic into the airport this spring as well.
