China's official news agency put out a statement saying Taiwan is the biggest issue between the two countries and there could be confrontations if it's not handled properly. So far, no comment from the State department. And the US will give Cuba $100 million in humanitarian aid. Senators unanimously pass a resolution to have their salaries withheld during shutdowns. It directs the secretary of the Senate to withhold pay whenever a government shutdown affects one or more federal agencies. Too long shutdowns in less than a year put financial strain on those federal employees working without pay. Like those employees, senators would get back pay when the shutdown's over and the checks restart. Louisiana Republican John Kennedy sponsored the bill. It takes effect Nov. 4, the day after the midterms. The 27th Amendment to the Constitution, proposed in 1789 and ratified in 1992, prohibits any law that changes congressional salaries until after the next election Chris Foster, FOX News.

The resolution does not apply to the House, which would have to pass its own bill. Members of Congress are paid a base salary of $174,000 a year. An Oklahoma judge has allowed Richard Glossip, who was nearly executed three times, to be released on bond while awaiting a retrial for the 1997 killing of his former boss. The Supreme Court ruled last year Prosecutors decision to allow a key witness to give testimony they knew to be false violated Gloss right to a fair trial.
