He's in Chicago hoping to find good deals. And he's hardly alone. The national retail Federation predicts 187 million Americans will shop through Cyber Monday and 70% of them plan to buy on Black Friday now that the government's back open. The SNAP food assistance program is fully funded again after being limited during the shutdown. But more than 20 Democrat led states have sued the Trump administration over changes to the program.

The states are challenging the Department of Agriculture's recent guidance for implementing the big beautiful bill, arguing the changes exclude certain lawfully residing non citizens from being eligible for the Supplemental Nutrition Assistance Program.

Their new guidance was issued hastily, inaccurately and without regard for the law. It misstates who's eligible for a SNAP and threatens to deprive thousands of lawful permanent residents of the food benefits that Congress guaranteed to them.

The Bengals activated quarterback Joe Burrow off injured reserve ahead of their division matchup with the Ravens at 8:20.
