<p>&nbsp;Last week, Prime Minister Trudeau promised U.S. President Donald Trump a crackdown on fentanyl and tougher border measures in exchange for a pause on tariffs.&nbsp;</p><p><br></p><p>But what could that fentanyl crackdown actually look like — and will it make things better, or worse?
