The heart of the video is the math. Passing anything through the filibuster takes 60 votes, and Hawk argues the SAVE Act, which would end mail-in voting nationwide, cannot get there. Several Republican senators oppose it, in part because millions of Republican voters use mail-in ballots. And Thune does not even have 51 Republican votes to nuke the filibuster, especially with a caucus that has cooled on Trump.

Hawk lays out why the relationship has soured. Trump backed primary challengers against Bill Cassidy and John Cornyn and pushed Thom Tillis toward the exit, while Susan Collins faces a tough reelection and Lisa Murkowski keeps her distance. With Lindsey Graham gone and Mitch McConnell unseen for weeks, the working majority is thin. Hawk closes on the irony: a Democratic Senate could use a dead filibuster to add states and seats.
