The Tennessee Titans need a true #1 wide receiver, but the reality is they would have to find that in a trade to be certain they are getting one. The problem with that is, as displayed by the Jaylen Waddle trade to the Denver Broncos, the cost is simply too high for where the Titans are as a team. They need to build their roster up another year before committing that type of move. Names like AJ Brown, Garrett Wilson, Marvin Harrison Jr, and Chris Olave all would make sense, but again, the cost of draft picks is one the Titans can't give up right now.
