Live from NPR News. In Washington, I'm Shea Stevens. The FBI is investigating the shootings of two people by ICE agents in Portland, Oregon. Both individuals are hospitalized with injuries. Details on the shootings are still being gathered. Meanwhile, the deadly ICE shooting in Minneapolis on Wednesday is raising questions about use of force by federal officers. Investigators say a 37 year old woman posed a threat to an officer's safety. But NPR Sergio Martinez Beltran reports that bystanders disagree.

The person shot and killed in this case, Renee Goode, was a U.S. citizen who was not the subject of any law enforcement investigation. There's also a lot of video evidence of this incident, yet there are important details that we don't know yet. For instance, videos show Good's car was perpendicular in the street. DHS says she was impeding agents, but a witness told NPR Good was there as a legal observer, although Goode's mother told the Minnesota Star Tribune that her daughter was not an observer nor a protestor. But we do know that there were protesters in the street.

NPR's Martin Serhio Bertrand. Israeli Prime Minister Benjamin Netanyahu has met with a former UN Diplomat who is expected to be on President Trump's Board of peace for Gaza. NPR's Michelle Kellerman reports that Trump's peace plan is still in phase one, nearly three months after it was announced.

President Trump has said he will chair the board of peace, but he hasn't yet named anyone else. Nor has he stood up a promised international force for Gaza. The man widely believed to be tapped for a key post is Nikolai Ladanov, a Bulgarian diplomat who worked for a decade as the UN Special Coordinator for the Middle East Peace Process until 2020. Prime Minister Netanyahu's office says he met with Mladinov and reiterated that Hamas must be disarmed in Gaza. The statement says that Mladinov will be the director general of the peace council there. President Trump is expected to name his board soon. Michelle Kellerman, NPR news, Tel Aviv.

U.S. forces are now escorting an oil tanker after a two week chase that be in the Caribbean and ended in the North Atlantic. As NPR's Greg Myber reports, the U.S.

Forces prepared to seize the Bella 1 oil tanker in the Caribbean in late December as it was heading to Venezuela to pick up oil but the tanker refused to halt. Instead, it changed course and headed out to the Atlantic with US Forces in pursuit. Somewhere along the way, the tanker changed its name from the Bella 1 to the Maranera and also changed its flag from from that of Guyana to Russia. US Troops boarded the ship Wednesday in the North Atlantic between Britain and Iceland. Now in American custody, the ship and the crew are headed to the U.S. the U.S. has seized four oil tankers linked to Venezuela since this campaign began last month. Greg Myre, NPR News, Washington.

This is npr. The Iranian government has shut off the country's Internet and telephone services as protests sparked by economic instability continue. The unrest was called by the country's crown prince and is considered a test of his ability to sway public opinion. At least 42 people have been killed in the protests, and nearly 2,300 have been injured. The US suffered $115 billion in damages from weather disasters last year. That's according to new data from the nonprofit Climate Central. NPR's Michael Copley reports that high disaster costs have driven up insurance prices.

No hurricanes made landfall in the US last year, but disaster costs still exceeded $100 billion for the fourth time in five years, according to Climate Central, a climate science and communications nonprofit. More than half of last year's damages were caused by wildfires. Climate change is fueling more intense storms, floods and wildfires that damage and destroy property. Costs are also rising because people continue moving to coastal regions vulnerable to hurricanes and forested areas prone to wildfires. And when disasters happen, inflation has made rebuilding more expensive. Michael Copley, NPR News.

A federal judge has disqualified a federal prosecutor from overseeing investigations of New York Attorney General Letitia James. The judge has blocked subpoenas requested by Acting U.S. attorney John Sarcome, saying he did not follow statutory procedure after his tenure was not extended. Sarcon had challenged the judge's authority. US Futures are flat and after hours trading on Wall street. On Asia Pacific markets, shares are mostly higher. This is NPR News.
