Live from NPR News in Washington, I'm Jeanine Herbst. Protests in Iran against the government and the dire economic situation are entering the third week as security forces crack down on protester. Human rights groups say hundreds have been killed and thousands have been detained. President Trump threatened Tehran with US Intervention if protesters are killed. Republican Senator Paul Rand says bombing isn't the answer.

I hope that the freedom movement survives. I hope that the Iranian government, you know, doesn't kill the protesters. But it sounds like they already have. But I don't know that bombing Iran will have the effect that is intended.

Rand also says a president is required to talk to Congress before ordering strikes on another country. He's one of a handful of Republican lawmakers who recently urged Trump to consult Congress before taking military action in global conflicts. The Trump administration is tightening restrictions on members of Congress visiting ICE facilities. Lawmakers will now be required to submit requests at least a week in advance. NPR's Elena Moore reports. This comes as the administration faces intense scrutiny over its immigration enforcement policies.

In her memo, Homeland Security Secretary Kristi Noem argued that unannounced visits take ICE officers away from their normal duties. And she argued that visiting lawmakers are creating, quote, circus, like publicity stunts. The memo was made public on Saturday, but it was filed Thursday, just a day after an ICE agent fatally shot a 37 year old woman in Minneapolis, sparking intense criticism and nationwide protests. And some Democratic lawmakers have already been turned away from visiting ICE facilities. On Saturday, three House Democrats said they were denied access to an ICE processing center in Minneapolis.
