Details@capitalone.com Live from NPR News, I'm Dale Willman. A federal judge in Minneapolis has ruled that federal agents may not arrest peaceful protesters or observers without probable cause. As Matt Sepik of Minnesota Public Radio reports, the decision comes in response to a lawsuit from six people detained or threatened last month while monitoring Immigration and Customs Enforcement activity.

The injunction also prohibits agents from using pepper spray and similar weapons on protesters and from stopping drivers without probable cause. Judge Kate Menendez says safely following agents at an appropriate distance, quote, does not by itself create reasonable suspicion to justify a vehicle stop. Officers arrested lead plaintiff Susan Tincher December 9th as she was observing them. They cut off her wedding ring, took her clothes and detained the 55 year old for five hours. The plaintiffs provided extensive video evidence, but ICE agents did not testify. The defense provided only a secondhand account from a field director. Tincher says she'll persist in monitoring ice. Venezuela's opposition leader says she's sure she'll return to her home country and that there will eventually be a transition to free elections there. Maria Corinna Machado spoke in Washington, D.C. friday, one day after meeting President Trump at the White House and presenting him with her Nobel Peace Prize. His administration has sidelined Machado since the U.S. ousted Nicolas Maduro. NPR's Kerry Kahn has more on our report.

Machado was asked what her role will be in Venezuela, given that President Trump backs the interim president, essentially leaving the Maduro government intact. She says the acting leader, Delce Rodriguez, is a communist and runs a, quote, criminal regime. But Machado steered clear of criticizing the US Saying repeatedly that the moment in Venezuela is complicated. And I know that it is not the objective of President Trump or Secretary Rubio to leave the regime in place. She said President Trump has spoken more about Venezuela's oil resources than a democratic transition. Machado insists she will have a a role in Venezuela's future. NASA is one step closer to launching its Artemis 2 mission. It will eventually send astronauts back to the moon for the first time in five decades. Later today, the fully stacked Space Launch System rocket and Orion spacecraft will begin its slow rollout. Launch Director Charlie Blackwell Thompson says the first movement will begin at 7:00am Eastern Time.

The United Kingdom's deputy prime minister has arrived in Ukraine for an unannounced visit. It's timed with the anniversary of what the UK calls a 100 year partnership with that country. During Deputy Prime Minister David Lammy's visit to the capital, Kyiv, the UK government announced another $27 million in funds to repair Ukraine's infrastructure. The Ukrainian energy minister says Russia has attacked every single one of the country's power stations in a strategy Ukrainian officials call weaponizing winter. Russian attacks have left hundreds of thousands without heat or lights during one of the coldest Ukrainian winters in years with temperatures around zero Fahrenheit. Meanwhile, Germany, France and Italy have called for a resumption of direct talks with Moscow over Ukraine, but the UK Says it opposes that. Lauren Frayer, NPR News, London.

The Palestinian committee that will govern Gaza met Friday in Cairo. It was the first meeting for the group, which will be supervised by U.S. officials. Committee leader Ali Shah says he expects recovery and reconstruction to take about three years. The two year war between Hamas in Gaza and Israel ended last October with a ceasefire.
