Federal officials have signaled a willingness to reduce the large number of immigration agents in Minnesota, but they say that drawdown will be dependent on state and local cooperation. NPR's Meg Anderson reports. Maine, meanwhile, that many U.S. citizens questioned and detained by immigration officers in recent weeks feel they were targeted.

In a statement to npr, the Department of Homeland Security said, quote, allegations that ICE engages in racial profiling are disgusting, reckless and categorically false. But Walter Olson with the Cato Institute says many legal experts are coming to a different conclusion. This is a systematic assault on constitutional rights. He means the rights provided under the Fourth Amendment, which protects people from being stopped without reasonable suspicion. Last fall, however, the Supreme Court ruled that apparent ethnicity could be used to determine reasonable suspicion as long as there were other factors, too. Meg Anderson, NPR News.

Much of the eastern US Remains covered by frigid temperatures at this hour. Parts of North Carolina received more than a foot of snow on Saturday, and Governor Josh Stein says that's causing problems for a state unaccustomed to so much powder and cold.

Much of Ukraine's capital has been plunged into cold and dark this winter as Russia steps up its attacks on the country's energy grid. NPR's Eleanor Beardsley reports that while some residents have left the city, others are responding by throwing parties.
