In Washington, I'm Windsor Johnston. Tech billionaire Elon Musk says his Department of Government Efficiency is in the process of shutting down the U.S. agency for International Development. And NPR's Lou Garrett reports that agency staffers in Washington, D.C. have been told to stay home.

Is a ball of worms. There is no apple, and when there is no apple, you've just got to basically get rid of the whole thing.
Elon Musk
Musk says President Trump backs the effort.

Actually checked with him a few times. Are you sure? Like, yes. So we're shutting it down.

USAID was first established in 1961 when Congress passed the Foreign Assistance Act. In 2023, it managed more than $40 billion in federal spending on humanitarian development and assistance in more than 100 countries. The state Department has yet to comment. Luke Garrett, NPR News, Washington.

China, Canada and Mexico are pledging to retaliate after President Trump announced plans to impose sweeping tariffs on those countries. NPR's Joe Hernandez reports. Most Canadian and Mexican imports will see a 25% tax, while goods from China will be charged at a 10% rate.
Justin Trudeau
Canada says it will place a 25% tariff of its own on more than $150 billion worth of U.S. imports. On Saturday, Canadian Prime Minister Justin Trudeau urged the U.S. abandon its plan to impose tariffs on its northern neighbor. But he said that if the U S Plan took effect, Canada would move forward with its tariffs and leave other options on the table, too. Mexican President Claudia Shanebaum said on Saturday that she didn't want a confrontation with the US but vowed to respond to the Trump administration plan with tariffs and other measures. Statements from China's Foreign Ministry and Commerce ministry denounced the U.S. tariffs and said the country would take unspecified, quote, corresponding countermeasures in response. Secretary of State Marco Rubio is warning Panama that it must take immediate action on curbing Chinese influence over the Panama Canal region or the United States will get involved. NPR's Ari Shapiro reports. Rubio issued that ultimatum during his first overseas trip as the nation's top diplomat.
Marco Rubio
Rubio delivered the message that President Trump has made a preliminary determination that China has too much influence over the canal. He says that violates international treaties. Quick fact check on Trump's claims of Chinese influence. While a company based in Hong Kong does operate ports at either end of the canal, Panama runs the canal itself, not China.

NPR's Ari Shapiro reporting. This is NPR News. Vice President Vance and the administrator of the EPA will be in East Palestine, Ohio, today to mark two years since a massive train derailment. Toxic chemicals were released into the small community after nearly 40 train cars overturned. NPR's Nick McMillan reports. A new analysis finds trains continue to travel past the crash site hauling hazardous material.
Nick McMillan
The analysis was done by the Howard center for Investigative Journalism and used data from a private company called Railstate that places sensors near rail lines to capture the movement of trains and their cargo placards. That data shows that Norfolk Southern freight trains marked as carrying hazardous cargo pass by the derailment site almost every other hour. That's news to people in East Palestine. After the 2023 derailment there, there were calls for greater transparency. But two years later, railroads still aren't required to alert local governments in advance about hazardous materials they're carrying. So while the odds of a hazmat spill are low, communities still have no way of knowing when these toxic shipments pass by their homes. Nick McMillan, NPR News.

Officials say security will be tight at the super bowl in New Orleans next week. An attack in the city on New Year's Day has concerns about security lapses. Officials have announced that thousands of law enforcement officers will be in place around the venue where the Philadelphia Eagles will take on the Kansas City Chiefs. On Wall Street, Dow futures are trading sharply lower at this hour, with the Dow down more than 600 points. I'm Windsor Johnston, NPR News, in Washington.

At the beginning of today's episode, Windsor Johnston reports a significant development involving tech billionaire Elon Musk. Musk declared his Department of Government Efficiency is in the process of shutting down the U.S. Agency for International Development (USAID).
An unnamed analyst elaborated on Musk's stance, stating, "Is a ball of worms. There is no apple, and when there is no apple, you've just got to basically get rid of the whole thing" (00:46). Musk further mentioned that President Trump supports this initiative, confirming, "Yes. So we're shutting it down" (00:55).
USAID, established in 1961 under the Foreign Assistance Act, manages over $40 billion in federal spending on humanitarian and development efforts across more than 100 countries. As of this report, the State Department has yet to comment on Musk's announcement.
President Trump has initiated sweeping tariffs on imports from Canada, Mexico, and China, prompting swift retaliation from these nations.
Canadian Prime Minister Justin Trudeau responded, "Canada says it will place a 25% tariff of its own on more than $150 billion worth of U.S. imports" (01:41). He urged the U.S. to abandon its tariff plans but stated, "if the U.S. Plan took effect, Canada would move forward with its tariffs and leave other options on the table, too."
Mexican President Claudia Sheinbaum expressed reluctance for confrontation, declaring, "I don't want a confrontation with the US," yet affirmed, "we will respond to the Trump administration plan with tariffs and other measures" (01:41).
China's Foreign Ministry and Commerce Ministry condemned the tariffs, stating they would implement "corresponding countermeasures" in response (01:41).
These tariffs impose a 25% tax on most Canadian and Mexican imports and a 10% tax on goods from China, significantly impacting international trade relations.
In international diplomacy news, Secretary of State Marco Rubio has issued a stern warning to Panama regarding Chinese influence over the Panama Canal region.
This ultimatum was delivered during Rubio's first overseas trip as the nation's top diplomat. However, a fact-check reveals that while a Hong Kong-based company operates ports at both ends of the canal, Panama maintains control over the canal itself, not China.
Vice President Vance and the Administrator of the Environmental Protection Agency (EPA) visited East Palestine, Ohio, to commemorate the two-year anniversary of a devastating train derailment.
The derailment released toxic chemicals into the community after nearly 40 train cars overturned. Despite calls for greater transparency following the 2023 incident, railroads like Norfolk Southern are still not required to notify local governments about hazardous materials in advance. Data from Railstate indicates that freight trains carrying hazardous cargo pass the site almost every other hour, leaving residents unaware and unprepared for potential spills (03:39).
As preparations for the upcoming Super Bowl in New Orleans intensify, officials have announced robust security measures in response to past attacks and security concerns.
In financial news, Wall Street is experiencing a downturn with Dow futures trading sharply lower, down by more than 600 points at the time of the report (04:22).
This episode of NPR News Now provided a comprehensive overview of significant political and economic developments, from high-profile decisions by influential figures like Elon Musk and Marco Rubio to international trade tensions and local environmental concerns. Whether it's the potential dissolution of a major government agency, the ripple effects of tariff impositions, or the ongoing environmental vigilance in communities like East Palestine, listeners are kept informed on critical issues shaping the national and global landscape.
