In Washington, I'm Korva Coleman. President Trump's borders are Tom Homan will hold a news conference this morning in Minnesota. There's no indication about what he'll discuss this week. Minnesota Governor Tim Walz said the surge of federal immigration agents could soon w down. Governor Walz will also speak to reporters this morning. Meanwhile, three top officials from agencies that oversee federal immigration are to testify before the Senate Homeland security committee today. NPR's Jimena Bustille reports. This comes as the Department of Homeland Security faces a potential shutdown tomorrow.

The heads of Immigration and Customs Enforcement, Customs and border protection, and U.S. citizenship and Immigration Services also testified before the House Homeland Security Committee this week. Democrats on the Senate committee have laid out a list of demands in exchange for funding their agencies. That includes mandating the use of body cameras and judicial warrants, banning the use of masks, and putting a stop to arrests in hospitals, schools and churches. In a rare rebuke to President Trump, House lawmakers voted yesterday to strike down emergency tariffs on goods from Canada. But NPR's Scott Horsley reports the move is largely symbolic.

Half a dozen Republican House members join nearly all Democrats in voting to suspend President Trump's emergency declaration that provides the foundation for double digit tariffs on goods from Canada. The vote has little practical effect since it was short of the 2/3 majority needed to override a likely presidential veto. But it does signal some GOP resistance to Trump's costly import taxes, as well as the limits of House Speaker Mike Johnson's ability to head off such votes. A more serious threat to Trump's tariffs could come from the Supreme Court, which is weighing a challenge to Trump's taxes on imports from around the world under a statute that never uses the word tariff. There are conflicting accounts about why the Trump administration temporarily closed the airspace over El Paso, Texas, yesterday. Administration officials say it was to address a drone cartel incursion, but NPR has learned the Pentagon recently told the Customs and Border Protection Agency it could use a laser to shoot down a suspected Mexican cartel drone. It appears it was a Mylar party balloon. El Paso Mayor Renard Johnson says that airspace closure hurt people in his city.

A Ukrainian athlete has been disqualified from the Winter Olympic Games in Italy. Vladislav Herschevich is a skeleton athlete. He wanted to wear a helmet featuring the faces of Ukrainians killed by Russia's invasion of his country.
