Live from NPR News, I'm Dale Willman. The federal government is in its third partial shutdown in the last three months. Funding for the Department of Homeland Security ended at midnight after Republicans refused demands from Democrats concerning the way ICE agents conduct business. As NPR's Tamara Keith tells us, Democrats.

Say they need significant changes to the tactics being used by immigration agents, like removing masks and requiring judicial warrants, and they want those changes cemented in law. President Trump was asked about negotiations while preparing to board Marine One. He said he has to protect law enforcement.
President Donald Trump
Look, I know what they want. I know what they can live with. The Democrats have gone crazy. They're radical left lunatics.

A White House official not authorized to speak on the record tells npr Ultimately there will have to be a compromise, though the administration is working to limit any interruptions from the partial government shutdown. Tamara Keith, NPR News.

Congress, meanwhile, is in recess and won't return to Washington for a week. Air travel could face problems because TSA is included in DHS funding. Journalist Don Lemon and four activists entered not guilty police Friday to federal charges of disrupting services at a Minnesota church. An Immigration and Customs Enforcement official serves on the ministry team there. Matt Sepik of Minnesota Public Radio has more on our story.

Tom Lemon, Journalist Georgia Ford and a group of activists are facing civil rights charges for a Jan. 18 demonstration at City's Church in St. Paul. Protest leader Nikima Levy Armstrong says she'll continue to speak out against what she calls the church's hypocrisy. A city's church attorney says the First Amendment does not protect actions that violate the sanctity of a sanct.

That's Matt Sepik with our report. In another big shock at the Winter Olympics Games underway in Italy. American figure skater Ilia Malinin, the overwhelming favorite, fell twice. He not only failed to win the gold, he didn't win any medals. Steve Futterman reports.
Steve Futterman
The spectators inside the Milan arena were stunned as they witnessed the world's top male figure skater look anything but. Ilia Malinin fell twice. He completed only three of his planned quadruple jumps. It was a disastrous free skate. When it was over, he fell from 1st to 8th. The man who won, Mikhail Shadarov of Kazakhstan, was also stunned. He spoke through an interpreter.
Mikhail Shadarov
I was surprised. Usually Ilya's skating is excellent, and he demonstrated it throughout the season.
Steve Futterman
It was the first time Malinin failed to win a major competition since 2023. Afterwards, he told reporters the Olympics are unlike any other event, saying he felt overwhelmed and had no control. For NPR News, I'm Steve Futterman in Milan.

Stocks closed mixed on Friday. The dow was up 48 points. Nasdaq closed down by 50 points. You're listening to NPR News. The U.S. southern Military Command says three people were killed when a vessel it said it was trafficking drugs was attacked in the Caribbean Sea. A video shows the boat moving through water before exploding in flames. In a statement, the command offered no evidence that the boat was engaged in drug running. 133 people have been killed in the Trump administration's campaign against alleged drug boats. A custodian of the history of the 1970 National Guard shootings at Kent State University has died. From Idea Stream Public Media, Connor Morse has this remembrance of Jerry M. Lewis.
Connor Morse
Lewis, a professor of sociology, witnessed National Guardsmen open fire on Kent State 56 years ago, killing four students and injuring nine others. In the years since, his research and advocacy pushed for an honest accounting of the tragic event. KSU faculty member Roseanne Canfora survived the shooting as a student in 1970.

Losing Jerry feels like losing a compass. He, more than anybody, helped to turn tragedy into teaching, and that's no small thing.
Connor Morse
Lewis died at his home in Maine this week. He was 88. For NPR News, I'm Connor Morris in Cleveland.
