Live from NPR News in Washington, I'm Jeanine Herbst. The Munich security conference is underway. Several Democratic lawmakers are there eager to assure European leaders that once President Trump leaves office, they can depend on the United States again. NPR's Michelle Kellerman has more.

New York Congresswoman Alexandria Ocasio Cortez made her debut here, and she's blaming the Trump administration of ripping up democratic norms and turning the world into what she calls an age of authoritarians who are.
Carving up the world where Donald Trump can command the Western Hemisphere and Latin America as his personal sandbox, where Putin can saber rattle around Europe and for essentially authoritarians to have their own geographic domains.
And she says she was here with other Democrats offering a different way forward.

NPR's Michelle Kellerman reporting from Munich. The late Russian opposition leader Alexei Navalny likely died from poisoning by a rare frog toxin. That's according to a study by five European countries into his death in a remote Russian prison nearly two years ago. Imperious Charles Mainz has more from Moscow.

The findings were announced by the United Kingdom, Sweden, France, Germany and the Netherlands. And based on samples from Navalny's remains smuggled out of Russia. The report says analyses conclusively confirm the presence of epibatidine, a toxin found in poisoned dart frogs in South America, but not native to Russia itself. The report says Russia's government had the means, motive and opportunity to issue the poison while Navalny was in prison. Navalny's widow, Yulia Navalnyv, said the new findings confirm what she and her husband's supporters have always insisted. Navalny was murdered on order of Russian President Vladimir Putin. The Kremlin maintains the opposition leader died from natural causes. Charles Maynes, NPR News, Moscow.

Republican officials in New York are asking the Supreme Court to pause a state judge's order for a new map of congressional voting districts before this year's midterm elections. NPR's Hansi Lo Wang reports the order would give Democrats a chance to pick up an additional U.S. house seat in the nationwide redistricting fight.

Republican members of the New York State Board of Elections and Representative Nicole Malliotakis are trying to block the redrawing of Malleotakis district in New York City. A state judge ruled that district violates the state's constitution by diluting the collective power of black and Latino voters. A new congressional map for New York is likely to include an additional Democratic friendly district that could help Democrats push back against the Republican gerrymandering efforts sparked by President Trump. In a court filing, the Trump administration says it supports blocking the order for a new map. Redistricting fights are still playing out in other states. And Utah. Republicans are challenging a new Democratic friendly map. And Virginia's highest court is allowing voters to decide in April whether to allow a new map that Republicans are challenging in court. The Canadian men's team won a round robin match against Sweden, but the victory was overshadowed by an altercation in curling. Players throw a granite stone down the ice. They must release it before it crosses the hogline or it gets removed from play. During the match, the Swedes accused the Canadians more than once of touching the stone after it had passed the line. And Mark Kennedy on Team Canada responded with an expletive. Game officials who sit at either end of the sheet say they didn't see a double touch, so they couldn't call it. The controversy is unusual in curling, a sport that prides itself on good sportsmanship, in which players are supposed to call their own fouls. Sports officials have issued a language warning to the Canadians and will assign officials to watch the rock throws going forward. Ping Huang, NPR News, Milan.

The national oceanic and Atmospheric Administration says it plans to make industry friendly changes to a long standing rule designed to protect vanishing whales. The rules protect the North Atlantic right whale. There are less than 400 of the giant animals left in the world, which are protected by a vessel speed rule that requires large ships to slow down at certain times to avoid collisions. NOAA says it plans to announce proposed new rules soon designed to modernize the whale protections that will focus on deregulation. Environmental groups criticize the proposed changes after the recent death of an endangered whale. I'm Jeanine Herbst, NPR News, in Washington.
