Funding for the Department of Homeland Security expired at midnight after lawmakers failed to reach an agreement on the way federal immigration agents conduct business. NPR's Tamara Keith reports.

China's foreign minister told the Munich security conference today that Beijing wants a comprehensive and binding peace deal for Ukraine and says Europe should be involved. NPR's Emily Fang reports. Ukraine's foreign minister has invited China's top diplomat to visit the country for talks on ending the war.

China has offered repeatedly to mediate any talks between Russia and Ukraine to end the war. Ukraine historically has been distrustful. China is one of Russia's biggest trade partners, and Ukraine's president, Volodymyr Zelensky, has criticized China's increased purchases of Russian oil and gas. Ukraine has also alleged China provided military intelligence to Russia. But after several failed rounds of talks with Russia, Ukraine's leaders have signaled more openness to Beijing, with Foreign Minister Andrii Sbiha saying China can play an important role in bringing about a just peace for Ukraine. China's foreign Minister Wang Yi says Beijing is willing to provide new humanitarian assistance to Ukraine, but he did not mention an invitation to visit Kiev. Emily Feng, NPR News.

The Environmental Protection Agency has revoked a key scientific finding that supported U.S. limits on greenhouse gas emissions. It repeals a 2009 determination that carbon dioxide and other heat trapping gases endanger public health. EPA Administrator Lee Zeldin called it a major deregulatory action.

President Trump says he plans to issue an executive order laying out what he calls the legal basis for national voter ID requirements. Trump, posting on Truth Social, said he wants voter ID rules in place for this year's midterms, even as legislation appears likely to stall in Congress. The Trump administration appears to be shaking up parts of the Health and Human Services department, according to CNN. Top aides are leaving NPR's Rob Stein reports.

HHS Secretary Robert F. Kennedy, Jr. Announced several Trump administration officials were adding new roles to help them oversee the department's main agencies, including the Food and Drug Administration, the Centers for Medicare and Medicaid Services, and the Centers for Disease Control and Prevention. At the same time, two of the secretary's top aides are reportedly leaving Kennedy's general counsel, Mike Stewart, and Kennedy's second in command, Jim o'. Neill. O' Neill has also been serving as the interim director of the cdc. An HHS spokesperson didn't immediately respond to a request for comment. Rob Stein, NPR News.

Former CNN host Don Lemon has pleaded not guilty to federal civil rights charges in Minnesota. He's among several people indicted in connection with a protest at a Church in St. Paul where an Immigration and Customs Enforcement official serves as a pastor.
