Secretary of State Marco Rubio told the Munich Security Conference that Washington is seeking to revitalize its alliance with European countries addressing efforts to end Russia's war in Ukraine. Rubio said that Washington can't be sure whether Moscow is serious about negotiating a peace deal. The president of the European Commission, Ursula von der Leyen, said that supporting Ukraine.

Secretary Rubio says the US has made progress in talks. The Department of Homeland Security has entered a shutdown after lawmakers failed to meet a deadline to fund the agency and its workforce of more than 260,000 employees. The department's baseline funding expired after Congress left town for a week long recess without reaching a deal on changes to how federal immigration enforcement is carried out. NPR's Sam Greenglass reports.

Congressional Democrats have been trading offers with the White House, but top lawmakers say the negotiations are nowhere close to producing an agreement. So lawmakers left for a week long recess with both parties pointing fingers over the slow movement of the talks. Democrats have refused to fund DHS without policy changes after immigration officers shot and killed two U.S. citizens in Minneapolis. In the meantime, enforcement operations will continue despite the shutdown, thanks to tens of billions of doll Congress approved for ICE last year. DHS also houses the Coast Guard and agencies responsible for cybersecurity, disaster response and airport security. Sam Greenglass, NPR News, Washington.

A federal judge in Massachusetts has issued a preliminary injunction against federal immigration agents entering houses of worship to carry out enforcement actions. NPR's Jason DeRose reports.

In early 2025, the Trump administration rescinded guidance telling immigration agents to avoid making arrests at sensitive locations such as schools and houses of worship. A group of religious organizations from across the U.S. sued. Now a Massachusetts judge says such enforcement at or near churches may violate the First Amendment by imposing a substantial burden on the exercise of religion. The injunction lays out some limited circumstances under which arrests could still place, but largely prevents such actions until the case can be heard in full. Jason DeRose, NPR News.

American skier Lindsey Vonn says she will need at least two more surgeries to fix her broken left leg. She released a new video statement that comes five days after her catastrophic crash in the olympic downhill race. NPR's Becky Sullivan reports.

Vaughn has been hospitalized in Treviso, a city a couple hours outside of Cortina d', Ampezzo, ever since the race on Sunday. The crash caused a complex tibia fracture in her left leg. An earlier photo she posted showed her in the hospital bed with an external fixator stabilizing her leg, an indication that the injury was severe. She has already received multiple operations. In the video, Vaughn is seen wearing a hospital gown, lying in bed as she says, it's been a difficult few days.
