Secretary of State Marco Rubio offered a message of calm to America's allies Saturday, one year after Vice President J.D. vance spoke at the Munich security conference and gave a harsh critique of European values. Rubio offered a letter aggressive message at the same conference. But as NPR's Michelle Kellerman reports, Rubio still remained firm about the Trump administration's intent to reshape the transatlantic alliance.

He said it was a mistake for the US to allow, as he sees it, mass migration, which is leading to civilizational erasure. Those are the kinds of terms that he was using there. And he said, you know, he's really working to fix these things. The US can do that on its own, but would rather do it with partners. And that was where kind of at least people felt there was a place for Europe.

That's NPR's Michelle Kellerman with our report. Funding for the Department of Homeland Security ran out at midnight Friday after Congress could not agree on efforts to restrain the conduct of immigration officers. That means TSA screenings in airports could slow and cause major disruptions during the winter break holidays. NPR's Sam Greenglass has more.

It is the third shutdown in as many months, and despite ongoing back and forth between the White House and congressional Democrats, a deal is not close. Senate Majority Leader John Thune said this week that could change.

I think if people are operating in good faith and actually want a solution, that deal space is there. I think this can get done.

But lawmakers have left town for a week long recess. And though they could be called back, this partial shutdown is more likely to last through the week or beyond. In addition to immigration enforcement, the department also includes FEMA and tsa. Critical functions will continue during the shutdown. Sam Gringlass, NPR News, Washington.

Police in Toronto say an estimated 350,000 people rallied Saturday to demand regime change in Iran. The demonstration comes after weeks of deadly anti government protests on the streets of Iran. As Dan Karpenschuk reports, Canadians called for their government to to recognize Iran's exiled crown prince as that country's Leader.
