Though some Democratic lawmakers have said they plan to boycott the speech, the president is expected to highlight the economy, trade and tariffs, as well as immigration enforcement and efforts to convince Iran to give up its nuclear program. Virginia Governor Abigail Spanberger is scheduled to give the Democratic response. Ahead of the president's State of the Union address. The House is expected to vote on an aviation safety bill. It was prompted by last year's deadly mid air collision between an American Airlines regional jet and a U.S. army Black Hawk helicopter near Washington, D.C. nPR's Joel Rose has more.

The rotor act, as it's known, would require wider use of a safety system known as ADS B, which transmits an aircraft's location. Federal safety investigators say that could have prevented the mid air collision of a U.S. army helicopter and a passenger jet that killed 67 people last year. The Senate approved the bill unanimously, and it has support from families of the crash victims. But it faces headwinds in the House, where some powerful Republican committee leaders have proposed their own bipartisan bill. The Pentagon also has concerns. After supporting the ROTOR act last year, the Pentagon now says it could create, quote, unresolved budgetary burdens and operational security risks. Joel Rose, NPR News, Washington.

Greenbrook, N.J. more than 250,000 homes and businesses are without power in Massachusetts this morning. Today marks four years since Russia's full scale invasion of Ukraine. More than a dozen senior European officials are in Kyiv to show support to Ukraine as commemorations are being held in numerous cities. So far, efforts by the US And Europe to negotiate a ceasefire between Moscow and Kyiv have been unsuccessful. This is NPR News from Washington. The 32 year old son of slain Hollywood film director and actor Rob Reiner and his wife Michelle, has pleaded not guilty to two counts of first degree murder in a Los Angeles courtroom. Nick Reiner is accused of killing his parents at their home in LA's Brentwood neighborhood in December. He appeared in court yesterday behind security glass in an enclosed area. Reiner has been held without bond since his parents were stabbed to death. A preliminary hearing is scheduled for late April. The state of Maryland is suing the Department of Homeland Security. It's seeking to block DHS from converting a large industrial warehouse in Williamsport into an immigrant detention facility. Scott maccione with member station WYPR has more.
