Live from NPR News. In Washington, I'm Windsor Johnston. Israel has carried out another round of airstrikes against Tehran today, raising fresh concerns about escalation. Now key members of Congress are demanding an immediate vote on a war powers resolution that could rein in President Trump's military campaign. House Democratic leader Hakeem Jeffrey says the next step must come with congressional authorization.

Well, the resolution would require that Donald Trump immediately terminate the use of any US Armed forces from any hostilities against Iran or any part of its government or military, unless that is explicitly authorized by a declaration of war that comes from the United States Congress. That's, of course, consistent with what is required by the Constitution.

Most Republicans are backing President Trump. NPR has just Learned that three U.S. service members have been killed in the operation in Iran. European leaders are calling for a negotiated solution between Iran, Israel and the United States as Tehran threatens to retaliate for the attacks that killed its supreme leader. NPR's Rob Schmitz reports. European Union ambassadors are holding an emergency emergency meeting today.

Germany's Foreign Ministry said it was informed in advance of the attack on Iran. In a joint statement, France, Germany and the United Kingdom stressed they did not participate in the strikes by the US And Israel, and they condemned Iran's counterattacks, urging Tehran to seek what they called a negotiated solution. The joint statement drew a blistering response from Republican Senator Lindsey Graham, who accused Western Europe of having gone pathetically soft and urged them to back efforts to confront Tehran. The sharp language highlights tensions in the transatlantic relationship as European leaders brace for a confrontation that could further strain Western unity in the days ahead. The FBI has joined an investigation into a shooting that left at least three people dead in Austin, Texas, overnight. Jennifer Straton from member station KUT reports. Gunfire broke out at a beer garden in one of the city's busiest entertainment corridors.

Sixth street is crowded with bars and restaurants. Police say they responded quickly to a shooting report and encountered an armed male suspect. Three officers returned fire, killing the suspect. Austin Travis County EMS Chief Robert Lucret says weekend staffing in the popular area meant the response was quick.

We have paramedics that are embedded in the entertainment district and with the Austin Police Department on the weekends. We received the call at 1:59am and within 57 seconds, the first paramedics and officers were on scene actively treating the patients.

Ships traveling the strait have been threatened since the U.S. and Israel launched their assault on Iran. NPR's Camila Damonos Trotsky reports. The conflict is starting to rattle global oil markets.

Iran itself still produces and exports oil despite US Sanctions. But more significantly, Iran controls the Strait of Hormuz, and about a fifth of global oil production travels through that chokepoint. A blockade would push prices up immediately and dramatically. And if the conflict expands, there's the risk of attacks on oil infrastructure across the Gulf, which would also cause prices to spike and be hard to reverse. But those are all risks, not certainties. In some previous conflicts, both sides were careful to avoid disrupting oil flows. Energy markets open for trading on Sunday night. OPEC has announced an increase in output following the US And Israeli strikes on Iran. Saudi Arabia led the discussions that resulted in an agreement to raise output by more than 200,000 barrels per day. The group is looking to regain market share lost to other producers. The conflict in Iran is expected to pose serious risk to oil supplies. The film One Battle After Another is now the frontrunner for best picture at the Oscars. The drama took the top prize last night at the Producers Guild Awards in Los Angeles, adding to wins at the Directors Guild, the Golden globes and the BAFTAs.
