In Washington, I'm Korva Coleman. World leaders are gathering in Paris today for a summit on Ukraine. They'll lay the groundwork for long term security guarantees. NPR's Eleanor Beardsley reports. Ukrainian President Volodymyr Zelenskyy spoke beside French President Emmanuel Macron.
Eleanor Beardsley
The TUL leaders held a joint press conference ahead of the summit where Macron announced $2 billion in additional military aid for Ukraine. He also said France will make the reinforcement of military and financial support for Ukraine its top priority. Today, around 30 countries will come together, including NATO allies, EU member states and non EU countries such as the U.K. canada and Norway. They'll address the future format of the Ukrainian armed forces. And they reject Russian demands that Ukraine scale back its military in any peace deal. Overnight Thursday, Russian forces carried out a large scale drone assault on Kharkiv, injuring nine civilians and causing significant structural damage. Congressional Democrats are demanding more information from top Trump officials about a recent group chat on the commercial messaging app Signal. A journalist was inadvertently added to the chat. The officials talked about secret US Military strikes. Some of those officials in President Trump's Cabinet have testified before House and Senate intelligence committees this week. NPR's Greg Myrey says some lawmakers want to know why they use the Insecure messaging app.
Greg Myhre
Democrats say they'll keep pressing for details in this particular case, like whether national security officials have been using Signal for other chats because, you know, it's more convenient, though clearly not as secure as government communication networks.

NPR's Greg Myhre reporting. The Pentagon has said as far back as October 2023 that signal should not be used for any kind of classified information. A not NPR CEO Kathryn Marr chairs the board of the Signal Foundation. It is a nonprofit that supports the messaging app. The Social Security Administration says it's revising a new policy that would have required some beneficiaries to prove their identity in person. NPR's Ashley Lopez reports. Agency officials say some people will now be exempted from that requirement.

Social Security officials say they have listened to concerns raised by beneficiaries, members of Congress as well as advocates in the past week. Agency officials had announced that starting at the end of the month, people who cannot prove their identity using the agency's online system would be required to show up in person when seeking benefits or changing direct deposit information. But now in a newly released statement, officials say they're delaying the policy for two weeks and they're exempting people who receive Medicare and disability benefits as well as supplemental income help for the poor. The new identity requirements will only apply to retirement, survivor or auxiliary benefits. Ashley Lopez, NPR News.

On Wall Street, Dow futures are about 20 points. You're listening to NPR. A U.S. federal judge is extending his temporary order instructing the Trump administration to rehire thousands of federal probationary workers. But U.S. district Judge James Breidar says he needs more time to determine how far his order should go. 19 states and the District of Columbia have sued over the firings, but the judge pointed out that 31 states are not suing. A pair of all star Broadway plays are breaking box office records. They are Othello, starring Denzel Washington. The other is Good Night and Good Luck. It's written by and stars George Clooney. Jeff London reports. That show brought in more than $3 million last week, and that's a record.
Jeff London
There are reasons these plays are bringing in so much money. They're featuring Hollywood stars in limited runs and they're charging premium ticket prices. The top for Good Night and Good Luck, which is still in previews, is $799, while Othello's highest ticket price is $921. The Clooney show is booked in the Winter Garden, a 1500 seat house which was home to Cats and Mamma Mia. Othello's in a smaller theater. But both shows had an average ticket price of around $300 last week. For NPR News, I'm Jeff London in New York.

Discussions will focus on the future structure of the Ukrainian armed forces and rejecting Russian demands to reduce Ukraine's military capabilities in any peace negotiations.

Congressional Democrats are intensifying their scrutiny of former President Trump’s administration regarding the use of the commercial messaging app, Signal, for discussing sensitive military operations. This comes after a journalist was inadvertently included in a confidential group chat that revealed discussions about secret U.S. military strikes.
Key Points:
Demand for Transparency: Democrats are calling for detailed explanations from top Trump officials about the decision to use Signal, which is considered less secure than official government communication channels.
“Democrats say they'll keep pressing for details in this particular case, like whether national security officials have been using Signal for other chats because, you know, it's more convenient, though clearly not as secure as government communication networks.” – Greg Myhre [01:40]
Pentagon’s Stance: The Pentagon has previously advised against using Signal for any classified information since October 2023, highlighting concerns about the app's security vulnerabilities.
Signal Foundation Leadership: Kathryn Marr, CEO of NPR and chair of the Signal Foundation, noted the challenges in balancing user convenience with security, emphasizing ongoing efforts to enhance the app’s safety features.

The Social Security Administration (SSA) is modifying its policies regarding identity verification for beneficiaries. Initially, the SSA planned to mandate in-person verification for individuals unable to authenticate their identity online when applying for benefits or updating direct deposit information. However, in response to feedback, the agency is adjusting these requirements.
Key Points:
Policy Adjustments: The SSA is delaying the implementation of stricter identity verification by two weeks and providing exemptions for beneficiaries receiving Medicare, disability benefits, and supplemental income assistance for low-income individuals. The new identity requirements will now exclusively apply to retirement, survivor, or auxiliary benefits.
“Agency officials say they're delaying the policy for two weeks and they're exempting people who receive Medicare and disability benefits as well as supplemental income help for the poor.” – Ashley Lopez [02:30]
Rationale: The revisions address concerns from beneficiaries, members of Congress, and advocacy groups about the accessibility and feasibility of in-person verification, ensuring that vulnerable populations are not unduly burdened.

The judge is evaluating the scope of his order amid lawsuits from 19 states and the District of Columbia, while 31 states have opted not to join the litigation.
