Live from NPR News. In Washington, I'm Shea Stevens. President Trump is criticizing Democratic U.S. senator Chris Van Hollen for traveling to El Salvador to meet with an illegally deported Maryland man. The Trump administration has ignored multiple court orders to bring Kilmar Obrego Garcia back to the United States, insisting that he belongs to a notorious gang. Salvadoran President Nayib Bukele says Abrego Garcia is not his responsibility. As NPR's Domenico Montanaro reports, clearly Bukele.
Domenico Montanaro
Is playing ball with the Trump administration. El Salvador is getting paid to house these deportees and Trump even floated the idea of Bukele opening five more prisons to house homegrown criminals, in his words. In other words, US Citizens, something that would certainly be illegal. And yet the administration thinks it has the politics on its side when it comes to Abrego Garcia. But it's a very fine line.

Dominican, Montanaro the Trump administration is reclassifying 50,000 federal workers to make it easier to fire them. The move follows mass firings under Elon Musk's Department of Government efficiency. More from NPR's Danielle Kurtzleben.
Danielle Kurtzleben
The Office of Personnel Management proposed a rule that would move the reclassification process forward. Trump will still have to sign another executive order to implement it. The policy is also known as Schedule F, and it would remove federal civil service protections from around 2% of the federal workforce, according to the White House. Those workers would instead be at will employees who serve at the pleasure of the sitting president. The president wrote about the policy on social media on Friday, saying if these government workers refuse to advance the policy interests of the president or are engaging in corrupt behavior, they should no longer have a job. The ACLU is representing prisoners whose federal death sentences former President Biden commuted to life without parole last year. They say the Trump administration is getting even with the plan to ship them off to ADX Florence, the harshest prison in the federal system. Robert Dunham teaches death penalty law at Temple University.
Robert Dunham
I'm not aware of any circumstance in which the reduction of a prisoner's sentence has resulted in them being housed in more restrictive circumstances.

Key Points:
President Trump's Criticism: The episode opens with President Trump publicly criticizing Democratic Senator Chris Van Hollen for his recent trip to El Salvador. Senator Van Hollen met with Kilmar Obrego Garcia, an illegally deported Maryland man.
Legal and Political Implications: The Trump administration has reportedly ignored several court orders mandating the return of Garcia to the United States, citing his alleged affiliation with a notorious gang.
El Salvador's Stance: Salvadoran President Nayib Bukele has distanced himself from the responsibility of Garcia, emphasizing that he is not accountable for the deportee.
Notable Quotes:
Shea Stevens (@00:17): "President Trump is criticizing Democratic U.S. senator Chris Van Hollen for traveling to El Salvador to meet with an illegally deported Maryland man."
Domenico Montanaro (@00:49): "El Salvador is getting paid to house these deportees and Trump even floated the idea of Bukele opening five more prisons to house homegrown criminals."
Analysis: The interaction between the Trump administration and El Salvador highlights ongoing tensions in U.S. immigration policy, especially concerning the handling of deportees with alleged gang affiliations. The collaboration with Bukele suggests a complex geopolitical strategy, albeit one that treads a "very fine line," as noted by Montanaro.
Key Points:
Policy Shift: The Trump administration is undertaking a reclassification of approximately 50,000 federal employees. This move aims to streamline the process of terminating federal workers by removing traditional civil service protections.
Schedule F Proposal: Known as Schedule F, the policy would convert these workers into "at-will" employees, making their employment contingent upon the president's discretion.
Process and Implementation: The Office of Personnel Management (OPM) has proposed rules to facilitate this shift, but full implementation requires an additional executive order from President Trump.
Notable Quotes:
Danielle Kurtzleben (@01:25): "The policy is also known as Schedule F, and it would remove federal civil service protections from around 2% of the federal workforce."
Danielle Kurtzleben (@01:25): "The president wrote about the policy on social media on Friday, saying if these government workers refuse to advance the policy interests of the president or are engaging in corrupt behavior, they should no longer have a job."
Analysis: This reclassification aligns with broader governmental efficiency initiatives, echoing the mass firings observed under Elon Musk's directives. Critics argue that it undermines job security and could lead to increased political maneuvering within federal employment.
Key Points:
Tragic Incident: A mass shooting at Florida State University resulted in two fatalities and six injuries, prompting a significant community response.
Vigil and Leadership: Thousands gathered at Langford Green outside the school stadium for a vigil. FSU President Richard McCullough delivered comforting remarks, emphasizing community solidarity.
Personal Impact: FSU senior Mina Kendall shared her emotional turmoil, especially poignant given her proximity to the 2018 Parkland shooting.

Mina Kendall (@02:53): "People are crying around us, and it's like I've cried all my tears."
Analysis: The incident underscores the persistent issue of gun violence in educational institutions. The heartfelt responses from both leadership and students highlight the ongoing need for mental health support and preventative measures within communities.
Key Points:
Russia-Ukraine Negotiations: President Trump indicated that negotiations between Russia and Ukraine are reaching a critical juncture. Secretary of State Marco Rubio stated that the U.S. would proceed independently if no meaningful progress occurs in the impending days.
U.S.-Iran Nuclear Talks: A second round of nuclear discussions is scheduled in Rome, following a seemingly productive first round in Oman. The U.S. delegation, led by White House envoy Steve Witkoff, aims to pressure Tehran into halting Uranium enrichment.
Iran's Position: Iran's foreign minister expressed optimism about reaching agreements, provided that the U.S. refrains from imposing unrealistic demands.
Notable Quotes:
Shea Stevens (@03:01): "Secretary of State Marco Rubio says the United States will move on if no progress is made in the coming days."
Danielle Kurtzleben (@03:01): "Iran's foreign minister says he believes agreements can be reached if the US does not make unrealistic demands."
Analysis: These diplomatic efforts reflect a multifaceted U.S. foreign policy approach, balancing pressure and negotiation. The upcoming talks with Iran are particularly crucial in addressing nuclear proliferation concerns, while the Russia-Ukraine dialogue remains pivotal for regional stability.
Key Points:
Lawsuit Details: A legal challenge is impeding the relocation of 21 death row inmates to ADX Florence, a particularly restrictive federal prison in Indiana.
ACLU Involvement: The American Civil Liberties Union represents the inmates, arguing that the relocation infringes upon the terms of President Biden's previous commutation of their sentences to life without parole.
Expert Opinion: Robert Dunham from Temple University comments on the unprecedented nature of the relocation, noting the lack of precedent for increasing confinement restrictions post-sentencing.
Notable Quotes:
Robert Dunham (@04:12): "I'm not aware of any circumstance in which the reduction of a prisoner's sentence has resulted in them being housed in more restrictive circumstances."
George Hale (@04:22): "... the Trump administration is getting even with the plan to ship them off to ADX Florence... ensuring confinement conditions align with the monstrosity of their crimes and the threats they pose."
Analysis: This case highlights the ongoing contention between executive actions on sentencing and the legal protections afforded to inmates. The ACLU's intervention underscores concerns about potential abuses of power and the integrity of sentence modifications.
Key Points:
Commemoration Event: Former President Bill Clinton is set to attend a remembrance ceremony in Oklahoma City, marking the 30th anniversary of the devastating bombing of a federal building that killed 168 individuals.
Ceremony Highlights: Clinton will deliver the keynote address near a memorial site, honoring the victims and reflecting on the enduring impact of the tragedy.
