U.S. saudi Arabia had projected a budget deficit for this year of $44 billion, but figures released by its finance ministry this week show a deficit reaching three quarters of that by March. The kingdom's had to grapple with budget for several years running as it spends heavily on new industries like AI and projects to create jobs for young Saudis. In past months, it's had to cancel some of the crown prince's most outlandish projects, like a 100 mile long towering city in the desert called the Line. And while oil prices are higher now because of the Iran War, Saudi Arabia is exporting 3 million barrels less a day now due to Iran's closure of the Strait of Hormuz. Aya Botrahawi, NPR News, Dubai.

Now to Tennessee, where Republican lawmakers have passed a new congressional map that likely eliminates the state's only Democratic seat. This is the first state to pass a new map after the Supreme Court all but struck down the 1960s Voting Rights Act. NPR's Ashley Lopez reports.

The newly passed map breaks up a congressional district that includes Memphis into multiple districts. This dilutes the voting power of the city's mostly black population, which largely votes for Democrats. Various Republican led states in the south are weighing redrawing districts since since the supreme court overturned Louisiana's congressional map. The court's conservative majority took issue with a district that was drawn to create a second majority black district. Louisiana is expected to redraw its map soon as well, which could add to the growing number of safe seats for Republicans. The party now has a slight edge heading into this year's midterm elections. Alabama, the next southern state that could act. State lawmakers preparing to vote on a bill today that would allow new primaries to be scheduled if a court grants a state's request to lift an order that requires a second black majority district. Alabama Republicans want to use a map drawn up in 2023 that the court rejected. This is NPR. Health officials say the risk to the general public is low, but they are seeking to prevent the potential spread of Hantavirus after an outbreak on a cruise ship killed three people while several others have fallen ill. Authorities across four continents are seeking to trace passengers who disembarked before the outbreak was detected and any in close contact with them since. The ship's operator said Thursday all 30 passengers who left a ship on the remote South Atlantic island of St Helena have been contacted. The Canadian province of Manitoba has declared a public health emergency over HIV infection rates. Craig McCulloch reports it has the highest infection rates in all of Canada.

The declaration was made by Dr. Brent Rusin, the province's chief public health officer, who says in 2024, Manitoba saw an infection rate of 19.5 per 100,000 people. This is around 3.5 times higher than Canada's HIV infection rate of 5.5 cases per 100,000. In 2021, there were 142 reported new cases. Last year, that number exploded to 328. So far, this year's numbers are in line with 2025. Rusen says 70% of the increase is due to injection drug use, but also homelessness, mental health issues and an increase in sexually transmitted and bloodborne infections.
