Live from NPR News, I'm Lakshmi Singh. The Israeli military says Iran fired about 20 missiles at Israel today, hitting buildings in Tel Aviv and Haifa. Several people were seriously wounded. Israel says its forces struck Iran in nuclear sites on this 8th day of Israeli attacks designed to eliminate Tehran's nuclear threat. Iran's foreign minister was in Geneva today for talks with some of his European counterparts. NPR's Lauren Freyr has more on that from London.
Lauren Frayer
The foreign ministers of Britain, France, Germany and the European Union are all meeting. Iranian Foreign Minister Abbas Arachi. The Europeans are urging a return to diplomacy after days of war, but Tehran wants Israeli bombings to end first, with Iranian state TV quoting Arachi as saying there's no room for negotiations with the US Until Israeli aggression stops. The Trump administration says it'll decide within two weeks whether to join Israeli attacks. British Foreign Minister David Lamy says that's the window now for any diplomatic solution. NPR's Frank Ordonia's reports on division inside Maga, including reaction from former Fox talk show host Tucker Carlson and former Trump adviser Steve Bannon a day after President Trump said that he would decide within two weeks on whether to take action against Iran.
Frank Ordonez
In announcing that two week delay, the White House says Trump is following his own instincts and that Carlson and Bannon's position did not play a role. And I should also note that not everyone in MAGA world opposes US Involvement. Folks like Fox News, Mark Levin have enthusiastically called for Trump to help Israel in the war, and so have folks like Senator Lindsey Graham, who has traditionally taken a more hawkish stance on foreign policy.

NPR's Franco Ordonez reporting. Canadian Prime Minister Mark Carney says Ottawa will impose new tariffs on U.S. steel and aluminum imports starting July 21. But as NPR's Dan Karpenschak tells us, Carney says that will depend on trade negotiations with the United States.
Dan Karpenschak
Carney would not say what the new tariffs would be, but July 21st coincides with the end of the 30 day deadline for a trade deal that was mentioned when Carney and President Trump met on the sidelines of the G7. Carney also says Ottawa will limit federal procurement policies to favor Canadian suppliers and what he describes as reliable trading partners. And he will announce new retroactive tariff quota rates on imports of steel products from non free trade agreement countries. They will be at 100% of the 2024 levels. There will also be task forces for steel and aluminum to help guide the government's decision making. Earlier this month, President Trump doubled existing tariffs on steel and aluminum imports to 50%. For NPR News, I'm Dan Karpenschuk in Toronto.

From Washington. This is NPR News. The 9th U.S. circuit Court of Appeal says President Trump does not have to relinquish control of California's National Guard to Governor Gavin Newsom. More on this from Steve Butterman.
Steve Futterman
The three judges on the appeals court panel all agree that the conditions here in la, with police and protesters repeatedly confronting each other, were sufficient enough to allow the president to deploy the troops. California Governor Gavin Newsom unsuccessfully argued that Trump exceeded his authority on his Truth Social platform. Trump called it a big win. California officials are still trying to restrict what National Guard troops can do while they are deployed.

Steve Futterman reporting. Ten critically endangered black rhinos have a new home. Their 48 hour journey from South Africa has led them to Mozambique, where black rhinos had been locally extinct for half a century until now. And Kate Bartlett has their story.
Kate Bartlett
Five male and five female black rhinos were donated to Mozambique by a South African wildlife park, and the relocation of the rhinos was organized by the Peace Parks foundation, an organization founded by former South African President Nelson Mandela and others. Rhinos were declared extinct in Mozambique 50 years ago, and their reintroduction to the country now is part of conservation efforts. South Africa's environment minister, Dion George, said establishing new founder populations of the animals was critical to securing their future. Earlier this month, South Africa also sent 70 white rhinos to Rwanda by air as part of a rewilding initiative.

At the onset of the episode, Lakshmi Singh reports a significant escalation in the Middle East conflict. Iran launched approximately 20 missiles at Israel, targeting major cities including Tel Aviv and Haifa. The attack resulted in several serious injuries among civilians.
Key Developments:
Israeli Response: In retaliation, Israel intensified its military operations, striking Iran's nuclear sites. This marks the eighth consecutive day of Israeli assaults aimed at neutralizing what it perceives as Tehran's nuclear threat.

The situation remains tense as the Trump administration deliberates whether to join Israel's military efforts, with a decision expected within two weeks. British Foreign Minister David Lammy emphasizes that this period is crucial for any potential diplomatic resolution.
NPR's Frank Ordonia explores the internal divisions within the MAGA movement regarding potential U.S. involvement in the Middle East conflict. This comes shortly after President Donald Trump announced a two-week window to decide on supporting Israel militarily.
Key Insights:
MAGA Factionalism: While influential figures like former Fox host Tucker Carlson and former Trump adviser Steve Bannon oppose U.S. intervention, not all within the MAGA sphere share this stance.
Support for Involvement: Prominent voices such as Mark Levin from Fox News and Senator Lindsey Graham, known for his hawkish foreign policy, advocate for supporting Israel.

Canadian Prime Minister Mark Carney announced that Ottawa will implement new tariffs on U.S. steel and aluminum imports starting July 21. This decision is intricately linked to ongoing trade negotiations between Canada and the United States.
Key Details:
Tariff Specifications: While specific rates were not disclosed, the tariffs are set to align with the conclusion of a 30-day deadline for a trade deal discussed during the G7 summit.
Trade Policies: Canada will also limit federal procurement to favor Canadian suppliers and reliable trading partners. Additionally, retroactive tariff quota rates on steel imports from non-free trade agreement countries will be set at 100% of 2024 levels.
Notable Quote:

In a significant legal decision, the 9th U.S. Circuit Court of Appeals ruled that President Donald Trump does not need to cede control of California's National Guard to Governor Gavin Newsom amid ongoing clashes between police and protesters.
Key Points:
Court Ruling: All three judges concurred that the prevailing conditions in Los Angeles, marked by repeated confrontations, justified the President's authority to deploy National Guard troops.
Governor's Stance: Governor Newsom contested the decision, arguing that Trump's actions exceeded his legal authority. However, the court upheld Trump's stance, declaring the deployment lawful.
Notable Quote:
"Trump called it a big win."
— Steve Futterman, NPR Reporter [03:29]
Despite the ruling, California officials continue efforts to restrict the operational scope of the deployed National Guard units.
Shifting to environmental news, NPR reports on a heartening development in wildlife conservation. Ten critically endangered black rhinos have been relocated from South Africa to Mozambique, marking the first reintroduction of these species in the country after a 50-year absence.
Key Highlights:
Reintroduction Effort: The group comprises five male and five female rhinos donated by a South African wildlife park and relocated by the Peace Parks Foundation, an organization co-founded by former South African President Nelson Mandela.
Conservation Impact: South Africa's Environment Minister, Dion George, emphasized that establishing new founder populations is vital for the survival of black rhinos. This initiative complements a recent effort where 70 white rhinos were airlifted to Rwanda as part of broader rewilding projects.
Notable Quote:
"Rhinos were declared extinct in Mozambique 50 years ago, and their reintroduction to the country now is part of conservation efforts."
— Kate Bartlett, NPR Reporter [04:13]
This successful relocation signifies a positive step towards biodiversity preservation and the restoration of Mozambique's natural heritage.
