President Trump signed a major disaster declaration for Texas and says he plans to visit the state possibly on Friday. Foreign leaders gathering in Brazil at the BRICS conference lashed out at Washington's tariff threats and attacks on Iran. The annual summit of developing nations, however, stops short of calling out President Trump directly from Rio. NPR's Kerry Khan has more.

Brazil's President Luisa Nacio Lula da Silva, host of this year's BRICS summit, opened with criticism of NATO's move to hike military spending. It's always easier to invest in war than in peace, lula told a packed haul of leaders from emerging economies. The group, which has attempted to be a geopolitical counterweight to G7 economies, recently expanded to include many Middle Eastern nations as well as Indonesia and Ethiopia. Consensus among the differing countries has been tough, but it did release a declaration Sunday, which not only took aim at the U.S. s ongoing tariff hikes which it says threatens global trade, but also expressed, quote, grave concern for the humanitarian situation in Gaza. The Canadian government this summer is working to protect the North Atlantic right whale. The mammal is vanishing species with only about 370 known to exist. They face significant threats, including warming ocean temperatures that impact their food sources, along with ship strikes and getting entangled in fishing gear. Canadian officials say all vessels 43ft or more in length on the busy Gulf of St. Lawrence have to comply with speed restrictions in designated areas to avoid collisions with the whales. At the weekend box office, Jurassic World Rebirth took the top spot with an estimated $91 million in ticket sales. The newest installment in the Franchise has made $318 million worldwide so far. I'm Jeanine Herbst, NPR News, in Washington.
