Live from NPR News in Washington, I'm Louise Schiavone. With more than 50 dead in 4th of July flash flooding in Central Texas, the search and rescue effort continues for more than 27 people who are missing. Many of them are from a girls summer camp, Camp Optimistic. NPR's Sergio Martinez Beltran has more.

It's a big part in the community. It's been around for nearly a hundred years. I went there yesterday and parts of it were washed away. And the area around it is completely destroyed. Huge trees are down, boulders are in the middle of the road, homes completely decimated. I mean, the only thing left is their foundation. All of this a reminder of how violent the flash floods were on Friday morning. Texas Governor Greg Abbott has said the search and rescue operations continue 24,7. But without a doubt, this is one of the worst floods in Texas history and one that will transform the community forever.

Tropical Storm Chantal made landfall before dawn about 75 miles northeast of Charleston, South Carolina, packing maximum sustained winds of about 50 miles an hour. As the storm moves north, the National Hurricane center says that it could drop several inches of rain, bringing flash flood risks to north and South Carolina. Israeli negotiators are heading to Qatar for cease fire talks with Hamas. Prime Minister Benjamin Netanyahu is expected to meet with President Trump at the White House tomorrow. NPR's Daniel Estrin reports.

Talks in Qatar are aimed at reaching a 60 day ceasefire in Gaza. According to the ceasefire proposal, hamas would release eight living hostages at the start of the ceasefire and two more hostages on the 50th day of the ceasefire. Israel would release Palestinian prisoners. President Trump is expected to announce the ceasefire deal as early as Monday with Netanyahu in the White House. But it's unclear when the ceasefire would begin. Israel says Hamas is seeking unacceptable changes to the ceasefire proposal. Hamas wants guarantees that talks will lead to a permanent end of war. It also wants humanitarian aid according to the previous UN System and for Israeli troops to withdraw from areas captured in recent months. Daniel Estrin, NPR News, Tel Aviv.

This is NPR. Today is the Dalai Lama's 90th birthday. NPR's Jason DeRose reports. The celebration comes as the Buddhist leader says the institution of the Dalai Lama will continue after his death.

The 14th Dalai Lama was born in 1935 and identified as the leader of Tibetan Buddhism when he was still a small child. He's lived in India since 1959, when he left Tibet over disputed control of the region with China. The Dalai Lama says the search for his successor will be carried out by a group of Buddhist monks who are part of his office in exile. There had been some question about whether that would happen because the Chinese government claims it has the authority to appoint the next Buddhist leader. But the Dalai Lama now says his successor will be born outside of China in the free world. He says that after his death, he will be reincarnated. Jason DeRose, NPR News.
