Live from NPR News, I'm Lakshmi Singh. Flags are flying at half staff across Texas today on Governor Greg Abbott's orders to honor the victims of the Fourth of July weekend floods. The the death toll statewide has climbed to 110. The vast majority of the losses in Kerr County. Governor Abbott says more than 160 individuals are still unaccounted for. NPR's Frank Morris reports. Search parties say their grim work is far from over.

The Guadalupe river buried some of its victims in huge, dense jumbles of logs and steel debris. That's why they're hard to find on a well searched section of river near Ingram, Texas. Volunteers with the group Texas Equisearch think they Mark Edwards, the group's field operation manager, points to heavy equipment carefully disassembling a tangled mess.

And so we begin to remove that tree pile. And some of those tree piles were 30 and 40 foot tall, wrapped in RVs and cars up against the trees.

This affects close to 20 agencies, including very large ones like the Department of Health and Human Services, the Department of Agriculture, the Treasury Department and many others. And in some cases, like at Health and human services, some 10,000 employees had already been been issued layoff notices. And the reason most of them are still on the payroll is because of that lower court order that's now gone. For now, anyway, we don't know how soon people might be formally separated.

In Turkey, an imprisoned Kurdish leader has been heard from for the first time in decades, calling on the militant group he founded to disarm.
